Regular City Council Meeting
Monday, October 8, 2018
Page 14
Councilmember Etten stated with item 21b (Staff will report successes in pathway
project to the local papers as an educational and promotional practice) he thought
the City could open this up to the many tools the City has to communicate to the
world and the list could be much more comprehensive or simple language could
be used to talk about the various tools the City has to communicate with the pub-
lic.
Councilmember Laliberte stated she would not have an objection but would err on
the side of not listing out all of the tools the City knows about because those items
will change over time.
Councilmember Etten thought the wording could read "Through all communica-
tion methods available to the City and an educational and promotional practice."
The Council agreed.
Mayor Roe tended to agree regarding the pursuit of grants in item 21 a. If it is
meant to be grants specific to education of the public, staff needs to be more spe-
cific in the wording in that regard. But if the City is talking about grants to actu-
ally fund the building of the pathways, that is a different piece of it. He asked if
staff had a recollection as to the purpose of that item.
Mr. Freihammer referenced the old wording from the 2008 Pathways Master Plan
"Staff will pursue grants when available to assist in funding the implementation of
pathway networks in innovative neighborhoods." He stated the Commission rec-
ommended staff strike the last part of that sentence. Staff thought it was related to
Safe Roads to School discussion in tying it to the neighborhoods. That was the
change from the previous Pathways Master Plan.
Councilmember Etten stated the suggestion from staff on rewording is "Staff will
pursue grants when available to assist in funding the education and promotion of
existing and new pathways".
Councilmember Laliberte felt this was completely out of place and belonged
somewhere else where it is talking about what staff or the City is going to do.
The entire section is about putting out information or engagement.
Councilmember Etten stated asking staff to pursue grants to pay for that education
work, whatever that might mean, makes more sense then funding the whole path-
way.
Mayor Roe asked if this should be removed altogether or should the Council add
in the suggested wording change.
