Regular City Council Meeting <br /> Monday, October 8, 2018 <br /> Page 15 <br /> Councilmember McGehee concurred with Councilmember Laliberte and thought <br /> this was a funding idea and was for funding networks. When she read it, she <br /> thought it was funding pathways that are specific to get to school. Educating <br /> about the pathway to get to school is simply how the City puts it out there about <br /> the network and that is something that the school will do. She stated she would <br /> like to see that in a different section. <br /> Mayor Roe indicated he could not find another section that statement could go in- <br /> to. The City does not mention funding mechanisms anywhere else in the docu- <br /> ment. <br /> Councilmember Etten asked if the Council wanted to have a separate section for <br /> that. <br /> Mayor Roe was not sure if the City wanted to add more stuff to the document that <br /> wasn't there already. He thought the solution may be to remove 21a from the <br /> document. He stated in regard to item 16, the discussion of providing incentives, <br /> he thought the answer might be to pull out low interest loans and leave the rest as <br /> is. <br /> Councilmember Laliberte thought since the Council has not had a policy discus- <br /> sion on that it really is a "consider incentives" because the City does not know <br /> where the funding would come from and not making a promise to provide them. <br /> Council agreed to remove the wording "low interest loans" and change "provide" <br /> to "consider". <br /> Mayor Roe thought the last item Council had was the discussion related to the <br /> separate Constellation list as opposed to the rest of the list. <br /> Councilmember Etten stated there are certainly some items that are on the Prefer- <br /> ence list that have a hash tag that shows the item came over from the Park and <br /> Rec Constellation map. He asked how did Item 27, the Tamarack Park Connec- <br /> tion, and Item 18, Judith to Iona connection, fit into the combined list. <br /> Mr. Freihammer believed the Tamarack connection was a new request from the <br /> public when the City had their meeting so that was added and when it was com- <br /> pared to the Parks Constellation map there was the overlap, so staff highlighted it <br /> rather than pulling it off one or the other. He stated the Judith to Iona connection <br /> was on the list previously and cannot speak to how that got on the Pathway Plan <br /> previously. It does provide a unique connection to a neighborhood where there is <br /> not a lot of connections. It provides a transportation element as well as connect- <br /> ing two parks. He could see why it was put on both lists. <br />
