Regular City Council Meeting <br /> Monday, October 8,2018 <br /> Page 17 <br /> suggest noting the overlap on both lists when there are segments that fall in both <br /> places, so it may need some more work on that. <br /> Mr. Brokke mentioned, as Councilmember Etten mentioned, that the Constella- <br /> tion map was done in the 2010 Master Plan update. The idea of the Constellation <br /> concept was a way of framing up the parks and recreation system and connections <br /> and connecting between Constellations and sectors which is the bigger area and as <br /> a community so that is similar to the Pathway Master Plan but involves a much <br /> bigger area in terms of major connections. <br /> Mayor Roe did not think the Council wanted to get rid of the Constellation map <br /> but was thinking more of a one-stop shop place to get some of the information. <br /> He asked if there was Council objection to looking at the notion of having the two <br /> separate lists but also an added and combined list as an additional resource. <br /> Councilmember Laliberte thought there should be one list with separate maps. <br /> Mayor Roe thought that could work as well as long as there was a way to distin- <br /> guish which ones are park Constellations. <br /> Mr. Freihammer thought the labeling could help and staff could bold or create a <br /> different color code for the Pathway Master list. <br /> Councilmember Etten stated in regard to park connections, on the southeast cor- <br /> ner of Rice Street on the south side of McCarrons Lake there is a new segment 27 <br /> that is suggested coming off south McCarrons and going to Tamarack Park. <br /> There is another segment within Tamarack Park, which is a new pathway City <br /> staff has put in, that allows handicap access to the playground. There is some dis- <br /> cussion about City right-of-way in order to complete a loop for people coming <br /> from McCarrons Lake going through Tamarack Park and going back. When <br /> South McCarrons Boulevard was rebuilt, a handicap accessible ramp was added <br /> on South McCarrons going to the path on the lake, so the loop could work, and <br /> the segment has not been brought up in format to add it to a list. He was throwing <br /> that out as a loop completion for the park connections. <br /> Mayor Roe thought that would be something to add to the Master Plan in 2019. <br /> Council Discussion <br /> McGehee moved, Willmus seconded, approval of the Pathway Master Plan with <br /> the changes discussed and combining the lists from the Pathway Master Plan and <br /> the Parks Constellation Plan into a single list but retaining both maps. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br />
