Regular City Council Meeting <br /> Monday, October 8, 2018 <br /> Page 24 <br /> Mayor Roe stated in terms of the definition of the event. He thought it was inter- <br /> esting how the definition talked about use of public rights-of-way. He thought <br /> back to an event that was on private property but the noise left the property, not- <br /> ing that type of situation might need to be a part of the definition. He did like that <br /> both examples seemed to talk about exceptions and he did like the notion of list- <br /> ing some repeat annual events that happen each year in the City. He was not sure <br /> if the notice would be required before the event happened or if the notice was re- <br /> quired before the applicant was considered because he thought those were two <br /> separate things and the City will get input in two separate ways. He thought the <br /> Council might want to think about how that would work. <br /> Councilmember Etten thought a good point made on the notification. There are <br /> different ways the City can look at notification. He stated a lot of times it is vol- <br /> unteers doing a ton of the work and the more steps the volunteers have to do <br /> makes it burdensome. He would not look for a process like that. <br /> Mr. Trudgeon stated the City should provide a mailing list to ensure the correct <br /> list is being used for notification. <br /> Councilmember McGehee thought staff will need to be the group that sets this up <br /> and handles it. <br /> Councilmember Laliberte thought a form of notification could be the event sub- <br /> mitting hours of the event. <br /> Councilmember Etten thought parking was another issue that would need to be <br /> addressed as well along with notification. <br /> 8. Approve Minutes <br /> Comments and corrections to draft minutes had been submitted by the City Council prior <br /> to tonight's meeting and those revisions were incorporated into the draft presented in the <br /> Council packet. <br /> a. Approve September 17, 2018 City Council Meeting Minutes <br /> McGehee moved, Willmus seconded, approval of the September 17, 2018 City <br /> Council Meeting Minutes as amended. <br /> Councilmember McGehee indicated she had a few minor corrections that were <br /> given to staff. <br /> b. Approve September 24, 2018 City Council Meeting Minutes <br /> McGehee moved, Willmus seconded, approval of the September 24, 2018 City <br /> Council Meeting Minutes as amended. <br /> c. Approve September 24, 2018 EDA Meeting Minutes <br />
