Discuss Creation of Special Event Permit and Policy <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> RCA and related attachments dated October 8, 2018. <br /> Councilmember McGehee stated she liked the list. She thought staff was on point <br /> with emphasis on notification to residential neighborhoods and the duration of the <br /> noise and lights and parking issues. <br /> Councilmember Willmus thought that anything the City does that is going to in- <br /> volve any civic groups that have events within the City needed to be consulted <br /> and brought in as part of the conversation. He asked if the City was going to look <br /> at permitting themselves for Rosefest or fireworks and have discussions with the <br /> Parks and Recreation Commission and Public Work, Environment and Transpor- <br /> tation Commission as well. He thought the big thing on the front end was conver- <br /> sations with groups that typically look to hold these events in the City. Logisti- <br /> cally the City does not want to make this an obstacle and by that he meant requir- <br /> ing people to set up tents three days ahead of time, so the City can figure out how <br /> to do the fire inspection. He did not want to make it cost prohibitive for them to <br /> do it. He thought the big issue is to ensure safety and notice and those are things <br /> the City can do in a manner that is not necessarily burdensome on people that <br /> want to do these events. <br /> Councilmember Etten agreed with both comments and thought this was going in <br /> the right direction but wanted to make sure the City is not overly burdensome. He <br /> thought it was important to do notification but if the City notifies everyone with <br /> 500 feet or whatever the City decides from Central Park, those residents will get a <br /> lot of mail from the City and staff might want to think of different ways to notify <br /> the public of events. <br /> Mayor Roe agreed in terms of how events are defined. He thought a lot of things <br /> that occur at Central Park may not have to fall into that category and the defini- <br /> tion will help with that. <br /> Councilmember Laliberte agreed with much of what has been said already. She <br /> suggested City staff see if Edina has something Roseville could use. She also <br /> stated once the City engages some of these organizations to create a standing list <br /> of the events the City knows occurs on an annual basis, when a new resident <br /> comes to the City who does not know these things occur on an annual basis, it is <br /> another way to notify them. <br /> Councilmember McGehee agreed and thought the City should also post what time <br /> the events need to shut down with the policies that govern them. <br />
