Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: November 27, 2018 Item No: 6 <br />Item Description: Public Works 2019 Work Plan <br />Background: <br />Each year Public Works staff monitors and evaluates the condition of City infrastructure for <br />development of ongoing maintenance and replacement needs plans. We use this information to <br />develop capital improvement plans and in the development of the annual budget request in these <br />areas. We also work closely with Ramsey County and MnDOT on improvements to City <br />infrastructure as a part of their road improvement projects within Roseville. The following are <br />the improvements that we are recommending for the 2019 construction season within the city. <br />The attached map shows both pavement improvement as well as utility improvements. <br />(Attachment A) The map also shows projects that are done by Ramsey County, MnDOT and Met <br />Council Environmental Services as some of these projects have impacts on city projects. The <br />proposed work plan is consistent with the 20 -year capital improvement plan and pavement <br />management program policies. <br />1. Pavement Management Program Projects: Each year the Public Works Department <br />evaluates infrastructure needs based on the City's Pavement Management Program and <br />assessment of utility infrastructure. Streets in marginal condition are recommended for <br />major maintenance by mill and overlay. Streets in poor condition and that do not meet the <br />City standard for street construction are recommended for reconstruction. The streets shown <br />attachment B will be included in this year's PMP. All roads are proposed to be milled and <br />overlayed. <br />The majority of the streets are proposed to have the top layer of pavement milled and <br />replaced with new bituminous pavement. Spot curb replacements are also done at this time <br />but only where there are significant structural issues with the in-place curb or significant <br />settling. <br />These pavement -resurfacing projects are proposed to be financed through our street <br />infrastructure funds and Municipal State Aid (MSA) funds. After receiving bids for these <br />projects, we will request that the City Council award the bid to the lowest responsible bidder. <br />Reconstruction: No roads are proposed to be reconstructed in 2018. <br />Seal Coat: As has been the policy since 2015, the City will not be doing a seal coat program <br />due to pavement delamination issues. The budget for seal coating will be used to mill and <br />overlay additional roads as part of the PMP project. <br />2. Pathways: A new pathways will be constructed along east side of Walnut Street between <br />the Diagonal Trail and County Road C to make the connection to the new trail on County <br />
