Road C that will be constructed in 2019 <br />A new sidewalk will be installed on the south side of Old Highway 8 between Troseth and <br />County Road D. <br />The City Hall parking lot will be reconstructed. The city will install PaveDrain permeable <br />pavers in the parking lot similar to Cedarholm Community Building for storm water <br />treatment. <br />Utilitv Infrastructure: <br />Sanitary Sewer Lining: The majority of the city's sanitary sewer mains were constructed in <br />the late 1950's and early 1960's, utilizing clay tile pipe and reinforced concrete pipe. Over <br />time the joint materials have failed allowing root intrusion. The pipe is also susceptible to <br />cracking and construction damage. The 2019 Capital Improvement Plan recommends <br />funding for a sanitary sewer main lining program to extend the life of our sanitary sewers by <br />50 years or more. This technology essentially installs a new resin pipe inside the old clay tile <br />sewer main without digging up city streets, which results in minimal disruption to residents <br />during construction. The liner pipe is inserted into the main through existing manholes and <br />cured in place with a heat process. Any given segment is usually completed in one working <br />day. Service line connections are reopened using a robotic cutter and remote cameras. <br />During the process, existing flows are bypassed using pumps. This technology has been <br />proven over the past 20 years, and costs have become competitive with open cut replacement. <br />The City started doing this type of renovation on an annual basis in 2006 and will have an <br />annual project for the foreseeable future to replace our aging sewer infrastructure. This <br />technology also reduces infiltration of groundwater into the system and can be credited <br />toward current and future inflow/ infiltration surcharges which are mandated by the <br />Metropolitan Council. In 2019 approximately 4.6 miles of sanitary pipe are schedule to be <br />lined. The location of this work varies and is spread throughout the City based on system <br />priority. <br />Pipe Replacements/Repairs: Staff evaluates sanitary and water main replacement needs in <br />our pavement replacement areas as well as utility infrastructure needs in County and State <br />project areas. To date, city staff has identified watermain replacements in the following <br />locations: <br />• City Hall Parking Lot, Civic Center Drive to Lexington Avenue <br />• County Road C2, Lincoln Drive to Snelling Avenue <br />Staff is evaluating replacing a 400 foot segment of sanitary sewer system along the east shore <br />of Lake Owasso off of Heinel Drive. <br />Lift Station: The Fernwood Street Lift Station, located near Fernwood St and Larpentuer <br />Avenue, will be rehabbed in 2019. This lift station was built in 1956. The updated lift station <br />will be converted from a wet well/dry well configuration to a wet well/valve vault <br />configuration. This eliminates the need for the building structure on top of the lift station. <br />The change in configuration is a less expensive upgrade and makes maintenance of the lift <br />station easier. The project will also include replacement of pumps, valves, electrical <br />equipment, and generator and add a new protective coating to the wet well. <br />
