Regular City Council Meeting <br /> Monday, October 15, 2018 <br /> Page 17 <br /> Councilmember McGehee stated she was thinking along the lines of doing some- <br /> thing citywide that wouldn't be an overlay district, which was the nexus that came <br /> out of the discussion from the Task Force. That group was talking about three or <br /> four overlay districts, but she was talking about something such as if a person <br /> comes for a subdivision, that is allowed based on the lot size of the surrounding <br /> lots. That is all she was trying to cover with her request. She did think the City <br /> had a problem with infiltration on the lots and that is worth looking at. <br /> Mayor Roe thought in regard to the 2007 study, the concern was that every single <br /> subdivision in the community has its own standard and there was no easy and uni- <br /> form standard to enforce. That was the concern raised unanimously by that group <br /> at that time, which did include residents in that area of concern. He tended to <br /> share that concern because it seemed that the bar keeps moving, especially com- <br /> ing up with an average of the homes within five hundred feet of the proposed <br /> subdivision because each time, that standard will change based on the homes <br /> within five hundred feet of that subdivision. It did not seem to have the uniformi- <br /> ty that people would appreciate having in their own neighborhood. He tended to <br /> agree with the conclusion of that report. Mayor Roe thought looking at some sort <br /> of standard across the board that deals with potential storm water issues makes <br /> sense and is a tie in that can work. He would not be supportive of relooking at the <br /> contextual lot size subdivision requirements because of the conclusions made by <br /> that group in 2007. <br /> Councilmember McGehee stated she knew a little about the interactions in that <br /> group and what went on, but was not going to discuss that in public. She stated if <br /> Edina and Bloomington can manage to do this and have not been changed or a <br /> problem, she did not really think it is an unfair standard to apply. <br /> Mayor Roe asked if the Council wanted to look at this from a Comprehensive <br /> Plan update perspective, something to look at sooner than that, or had no firm idea <br /> at this point. <br /> Councilmember McGehee thought the Council might want to look at storm water. <br /> If maps are drawn up as part of the storm water analysis, the Council could look <br /> at that as places to think about. <br /> Mayor Roe stated that was identifying areas of the City but what he was hearing <br /> from Councilmember Willmus was to look at this as a City wide standard that is <br /> standard. He thought this was two different things. <br /> Mr. Paschke stated there are not many lots in the City that can actually still be <br /> subdivided. <br /> Councilmember Willmus stated there are still opportunities that could present <br /> themselves, whether it is combining a handful of existing single-family parcels or <br />
