She stated the City also has storm water <br /> issues in parts of the City and subdivisions can make the problem worse. <br /> Councilmember McGehee said that other cities take the average of the lot size <br /> within five hundred feet of touching the lot. She thought that would go a long <br /> way to protecting the integrity and style of their neighborhood. She stated she has <br /> not heard anyone in the City rejoicing over pressure for the City to infill, pressure <br /> for the City to be tighter and more compact. She thought the City got that pres- <br /> sure from Minneapolis and St. Paul and the Met Council, but the bottom line is <br /> Roseville is a community and most of the residents want to be a suburb. She <br /> thought in the interest of neighborhood integrity, lot sizes are important. She <br /> would like to see the Council discuss putting that in the City Code. <br /> Councilmember Laliberte agreed the City does talk about the character of the <br /> neighborhood but how is it defined without having something specifically there. <br /> She noted Councilmember McGehee might define it differently than she would <br /> and felt that was the challenge with this. She thought even if something was put <br /> down on paper, each individual would define it differently. At the time the Coun- <br /> cil talked about this item, she did not have the background which was helpful to <br /> her. She did not want to recreate this but would be interested in finding out what <br /> could be different. She would also be interested to have full Council discussion <br /> seeing that one Councilmember was absent. <br /> Councilmember Willmus stated the side of this that makes sense for him to look <br /> at would be evaluating the City's existing minimum lot size standards given what <br /> the City has had since those standards came forward in terms of water infiltration <br /> and mitigation. This is something he would like to look at a little more. <br /> Mayor Roe asked if Councilmember Willmus was talking about a larger mini- <br /> mum standard for all new lots in the City or was he talking about contextual to <br /> certain areas. <br /> Councilmember Willmus thought he would look at that City wide and not neces- <br /> sarily as a large lot district. He thought the Council should look at this as stand- <br /> ard City wide. <br /> Mr. Trudgeon stated if there is a desire to look at this City wide in regard to lot <br /> size, then he thought a good nexus was to look at the lot coverage standards be- <br /> cause that is something staff does as a part of normal review of the Zoning and <br /> Subdivision code. He wondered how urgent the Council felt this item was. He <br /> noted as a part of the Comprehensive Plan update, staff will be doing some Zon- <br /> ing Code rewrite. <br />
