Regular City Council Meeting <br /> Monday, October 15,2018 <br /> Page 6 <br /> Councilmember McGehee stated the City is going to have to eventually look at <br /> the dollar amount per rider and determine to what extent the City would ask the <br /> taxpayers to subsidize these rides. <br /> The Council agreed. <br /> Mayor Roe stated the City also has to acknowledge that there is a potential benefit <br /> to the community that has to be weighed against that. <br /> Council consensus was to have staff pursue the marketing planning as well as out- <br /> reach planning, implement the new route by January 1, 2019, and continue with <br /> the current route until then continuing the new route for six months after. <br /> b. Guidant John Rose Minnesota OVAL Condition Assessment Report Discus- <br /> sion <br /> Director of Parks and Recreation Lonnie Brokke briefly highlighted this item as <br /> detailed in the RCA and related attachments dated October 15, 2018. <br /> Councilmember McGehee asked how Stantec, Inc. is involved in this item and <br /> how did the City select them to do this evaluation. <br /> Mr. Brokke stated Stantec, Inc. did the evaluation because it was the original en- <br /> gineer that was on the project and has the expertise. <br /> Councilmember McGehee asked what the exact nature of the contract was, even <br /> though she did not think there was a contract with the State. She noted the State <br /> was supposed to be making contributions to this, the OVAL was the State's pro- <br /> ject and it seems the City has been operating it, running it and the chiller replace- <br /> ment was on the City as well. <br /> Mayor Roe thought the chiller was part of the bonding in 2005. <br /> Mr. Brokke stated it was a part of the Guidant contribution. He stated to replace <br /> the chiller and header system was approximately$500,000. <br /> Councilmember McGehee thought the City was the one that got the contribution. <br /> Mr. Brokke stated it was user groups. <br /> Councilmember Willmus stated the OVAL Task Force was created and came <br /> forward and user groups were involved and created a report. Guidant had stepped <br /> up at the last minute, carried forward with the $500,000, and matched it with an <br /> additional $500,000. He thought this facility, at the onset, had State involvement <br /> with its planning and bringing it forward, which all ties into the City going to the <br /> Legislature to look for some assistance. <br />
