Regular City Council Meeting <br /> Monday, October 15, 2018 <br /> Page 7 <br /> Councilmember McGehee agreed and thought as a City, the State put it in Rose- <br /> ville but the City has done their share in keeping the OVAL running, keeping it <br /> up, and the facility going. She thought some of the major twenty-five-year ex- <br /> penditures needed to go back to the Legislature to fund. She would like to see an <br /> analysis of the discussion between replacing the brine system with the alternate <br /> cooling system because it specifically spells out the difference in longevity versus <br /> initial energy savings. She thought staff should do that analysis before the City <br /> acts. <br /> Councilmember McGehee thought the issue with the edge was that it was not <br /> sloped correctly and never did slope correctly. <br /> Mr. Brokke stated it was all done correctly in the first place but over time the un- <br /> dulating has occurred. <br /> Councilmember McGehee wondered while looking at the OVAL, should it be <br /> made larger with some type of covering, a bubble, because the heat season is get- <br /> ting longer and with it exposed to the elements, it is harder to keep the OVAL up <br /> and is more wear and tear on the system. For the skate park in the summer, it <br /> would provide some shade for people using it. She stated it would prolong the <br /> life of the facility and might provide some protection for people using the facility. <br /> Councilmember Laliberte thought it was very important when going to the Legis- <br /> lature for bonding money that all of the information be included. The fact the <br /> City has actual data to go to the Legislature is very important. She thought the <br /> historical anecdote of how the OVAL came to Roseville is also an important story <br /> the City has to tell. She thought the City had to consider getting lobbying support <br /> and the Council needed to discuss this. She did not think there was anything built <br /> into the City budget or had that conversation so she did not know what that would <br /> look like financially. <br /> Councilmember McGehee asked if it would be feasible, to have some of the user <br /> groups act as lobbyist. <br /> Mayor Roe thought the user groups could tell the story, but he did not think those <br /> groups were lobbyist. <br /> Councilmember Laliberte stated the user groups would be testifiers, could go to <br /> the various hearings, and tell the story of how the user group uses the OVAL and <br /> how their user group needs the improvements. The user groups help tell the story <br /> verbally but on the day-to-day basis, lobbyists are educating the Legislature in a <br /> way the user groups can't. <br />
