Regular City Council Meeting
Monday, November 5, 2018
Page 10
Ms. Erin Purdue, WSB, reviewed the Comprehensive Plan draft edits with the
City Council.
Mayor Roe stated one of the items mentioned in the request for Council action al-
so was an update as a result of the two meetings the Council had in the last week
or so related to the site around HarMar and Lexington and Larpenteur. He asked
if there was an update that could be provided to the City Council or how that
might have been incorporated into the Comprehensive Plan.
Mr. Lloyd stated staff did not have anything formal to present to the City Council
but there were two sessions on a particular Wednesday two weeks ago and there
were close to thirty people overall in attendance at one or the other meeting. A
large part of the meeting was for the opportunity to ask questions and to engage in
a dialogue with staff. The meetings seemed to be very productive for staff to
phrase in different and better ways what the Comprehensive Plan is trying to do
and what it is not trying to do. He stated in the end he came away feeling that
there was some good progress in that understanding and gaining comfort, but it
did not lead to any amendments or changes in the draft of the Comprehensive
Plan but maybe laid the groundwork for what kind of engagement the City might
expect on the zoning update this coming year.
Ms. Purdue thought that summed it up well. She stated there was a good turnout
with a lot of discussion and the meeting was positive with specifics about what
will happen based on this in the Zoning Ordinance and what that might mean for
future development. She thought the explanation of what the Comprehensive
Plan was intended to generate at those sites was pretty positive. There were not
any changes made to the document based on those comments but there was a lot
of good information for staff to keep considering moving ahead into the zoning
process. She noted staff did talk about making sure there is a public process for
the zoning updates that are going to take place in 2019 and making sure that eve-
rybody that was notified for the meetings gets notified of the zoning process as
well.
Mayor Roe thought there were a couple of land plots that had an incorrect land
use type on the map that may or may not impact what is in the Comprehensive
Plan documents.
Ms. Purdue stated that was correct and staff will double check all of that.
Councilmember Laliberte stated she was unable to attend those meetings but
some feedback she heard was that some people were frustrated they were not in
the circle or invite space. She stated people on the Hamline Avenue side of Har-
Mar assumed there would be an invite, but the notification did not go that far
down and there were a couple of comments to the other extreme by the Lexington
area that the City did not go west enough to include some people who assumed
