Regular City Council Meeting
Monday, November 5, 2018
Page 11
would be affected and nearby neighbors. She stated when the City goes to the
zoning process those areas might want to be included and invite out to major arte-
rial streets. She also heard feedback that the Council is going to do what the
Council wants to do and not listen to the residents. She wanted her colleagues
and staff to know there is that perception and people feel that showing up to the
meetings will not do any good so why bother.
Mayor Roe thought the unfortunate consequence is that ends up being what hap-
pens.
Councilmember Laliberte thought it was important for the Council to hear the
feedback.
Councilmember McGehee stated she and Mayor Roe were both at the meeting
and thought the assessment was correct for the people who were there, and in the
small group. She did not think it was an amazing turnout given the large area and
the impact of the place, such as HarMar or the entire strip mall. She felt the turn-
out was small. The people who came to the meeting had specific questions and
were very knowledgeable about the things that had precipitated some of their
questions and from that standpoint, it was very good. She did not want to charac-
terize it as well attended.
Mayor Roe stated one of the things he took away from the size of the crowd was
that those people have the opportunity to spread the word to their networks in the
neighborhoods to help the process in keeping those connections with the City as
this moves forward.
Councilmember Laliberte asked if the questions asked by the community were
documented for the Councilmembers who were not there to review.
Mr. Lloyd stated staff did not write anything down. There was not a record of
those meetings aside from the conversations staff or the public might have about
it afterward.
Councilmember McGehee stated she went through the entire document and had
some questions. She indicated in the Comprehensive Plan, Chapter 4, Land Use,
this was in response to a comment the Council received about the City valuing
historical sites. She noted she had been on the Council for eight years and there
had been two potentially historical sites that had come to the Council and no ac-
tion had been taken. She thought either the City had found nothing appropriate in
the past eight years including the two brought to the City's attention and that the
City had done nothing to her knowledge to find historical sites. She stated the
idea that the City is going to expend funds to identify and preserve things is not
necessarily accurate, at least in her experience and the experience of the person
who wrote in from the community.
