Regular City Council Meeting <br /> Monday,November 5, 2018 <br /> Page 3 <br /> the City staff and Council with an issue or problem and not have any place to <br /> stand. <br /> Councilmember Willmus wondered if Councilmember McGehee was thinking of <br /> having a listing of properties that accept Section 8 vouchers. <br /> Councilmember McGehee indicated that is what she is thinking. She has found <br /> out that many of the rentals in Roseville do not take Section 8 vouchers and she <br /> heard that many landlords did not understand about Section 8, it has some <br /> tradeoffs and is subject to more inspections, but the landlord is sure of receiving <br /> rent each month. She thought the City might want to think about doing some ed- <br /> ucation with the rental places. <br /> Councilmember Etten thought these are good ideas and agreed staff and the <br /> Council can look at ways the City should be involved. He thought there will be a <br /> lot of work to be done in the coming year to flesh out the issues. <br /> Councilmember McGehee agreed. <br /> McGehee moved, Willmus seconded, adoption of City of Roseville, Minnesota <br /> Fair Housing Policy(Attachment A). <br /> Roll Call <br /> Ayes: McGehee, Willmus, Etten and Roe. <br /> Nays: None. <br /> 7. Business Items <br /> Update and Council Discussion Related to Rental Licensing Ordinance <br /> Mayor Roe stated under the City rental licensing code the City does have the abil- <br /> ity to suspend, revoke or not renew licenses for various conditions. <br /> Mayor Roe reviewed some of the conditions with the Council and indicated the <br /> last item on the list is "failure to operate and maintain the licensed premise in con- <br /> formity with all applicable State and Local Laws and Ordinances". He thought <br /> that gives the City some broad discretion to look at these licenses in instances <br /> where there might be operations of these multi-family facilities in ways that vio- <br /> late the law. <br /> Mayor Roe stated the City, as in many cases mentioned before, is not necessarily <br /> the entity that makes a lot of those determinations on State laws or laws that are <br /> not City ordinances. Assuming that actions are taken by other entities in regard to <br /> those, he thought the City would want the ability to address that through the City <br /> licensing, potentially. He pointed out one of the concerns he had in researching <br /> this was what happens to all of the people who live in the building when a license <br /> is suspended or revoked. The City only applies the revocation to any vacancies <br />
