Regular City Council Meeting <br /> Monday, November 5, 2018 <br /> Page 2 <br /> vague, and she felt the City did not have policies to back up what was in the Fair <br /> Housing Policy. <br /> Councilmember McGehee stated it bothered her that the City would make a <br /> statement such as on line 22 "Internal Practices and Procedures that do not dis- <br /> criminate and affirmatively favor fair housing." She stated the City does not have <br /> internal practices and procedures regarding fair housing to the best of her <br /> knowledge. <br /> Councilmember McGehee stated the Council has been talking about affordable <br /> housing but the City has different levels of affordable housing. The case that the <br /> Council will be discussing in the meeting is a case of a person in the community <br /> trying to use a Section 8 voucher and the City does not have a listing of units or <br /> availability for people to be able to use those vouchers in the community. <br /> Councilmember McGehee noted on the last page, line 60 "Development review <br /> will consider housing issues including whether potential projects may perpetuate <br /> segregation or lead to displacement of protected classes." Again, she thought that <br /> was great to have in the policy, but she did not think the City had the policy or <br /> procedure to back it up. She stated she appreciated the community engagement <br /> piece, but the Council might want to think about this as the City proceeds with <br /> community engagement as to what groups is the City asking about what. She <br /> stated the City has people who are renting in the community and are the best <br /> sources of information about rentals. <br /> Councilmember McGehee thought the other thing the Council needs to think <br /> about moving forward is that probably close to half of the City population actual- <br /> ly lives in affordable housing. When the Council talks about affordable housing, <br /> people who are living in affordable housing don't think of themselves as living in <br /> affordable housing and that affordable housing is something different than what <br /> the residents are living in. It would be nice as a general educational process to <br /> think about. She stated she did not have any problem with this document as it <br /> stands except the City does not have the teeth or the process or the procedure to <br /> do what is stated in the policy. <br /> Mr. Trudgeon stated he reviewed the documents after discussion with Coun- <br /> cilmember McGehee and wanted to point out that the starting point is some of <br /> these external and internal practices the City has identified and will probably be a <br /> lot more. He thought the City could build off this policy and the policy is a good <br /> starting point. He understood this was aspirational and the work was never done. <br /> He thought this policy frames it up in a good way for the City to start looking in <br /> ways that have not been looked at in the past and hopefully build off of that. <br /> Councilmember McGehee stated that was all she was saying. The City cannot <br /> finish these aspirational documents and put them aside until someone comes to <br />
