Regular City Council Meeting <br /> Monday, November 5, 2018 <br /> Page 7 <br /> Mr. Culver stated the City has done a pretty extensive study over the past year. A <br /> consultant put a series of meters into the sanitary sewer system and was able to <br /> track rain events and when flows peak, so the City can target where the inflow <br /> and infiltration is taking place. Staff is keeping some of the meters in the system <br /> which will allow the City to target some of the higher areas and do some pro- <br /> grams and see what direct impact that has at the certain meter shed. He stated <br /> staff's intent is to target those higher areas with those programs. <br /> Councilmember McGehee asked whether even though the water usage has gone <br /> down was there any further discussion from the Public Works Commission or the <br /> Finance Commission. <br /> Mr. Miller indicated there have not been any more discussion within the Finance <br /> Commission. <br /> Mr. Culver reviewed with the City Council the Public Works Commission meet- <br /> ings regarding this topic. He noted there is desire on the Public Works Commis- <br /> sion side to implement some more water conservation tiers to entice water con- <br /> servation and less use, particularly when it comes to irrigation. <br /> Mayor Roe clarified that a household would pay the additional rate just on the ad- <br /> ditional consumption. <br /> Mr. Culver indicated that was correct. <br /> Councilmember Willmus stated a number of years ago, the City overhauled the <br /> senior discount program or income qualification program for reduced rates. He <br /> thought this was something, given where the City is with rates and where it is go- <br /> ing, that he would like to revisit and see where the City is at in comparison to peer <br /> communities. He asked what policies and programs the City might have in place <br /> and is there an opportunity to tweak what Roseville is doing. He noted some of <br /> the base rates are starting to creep up to a threshold where his comfort level is <br /> starting to falter a little, particularly for residents where their disposable income is <br /> significantly limited. He stated those are some conversations he would like to <br /> have and would like to involve the Public Works and Finance Commissions on <br /> those discussions as well. <br /> Councilmember Willmus stated in the past few years he has asked staff to put this <br /> information out in the public and allow the public to consume the information and <br /> then the Council takes up consideration of these rate changes at the same time the <br /> City is considering the City's final budget and levy on December 3. He would <br /> like that to happen this year as well. <br />
