Regular City Council Meeting <br /> Monday,November 5, 2018 <br /> Page 8 <br /> Mayor Roe thought one of the things that seems to be helpful to understand is the <br /> difference between winter and summer usage because winter indicates the family <br /> usage and summer indicates the additional usage for irrigation. He would be will- <br /> ing to look at some type of summer premium over so many thousand gallons. He <br /> stated on Attachment D, Water Rate Analysis with the Sanitary Sewer Rate Anal- <br /> ysis on page two, he noticed on the Capital Funding side, with the five percent in- <br /> crease on the Water Rate Analysis the City was a little bit over on the costs with <br /> revenue and on the Sanitary Sewer Rate Analysis the City was a little bit under on <br /> the costs with the revenue with the same five percent increase. He wondered if <br /> that was okay to be under revenue. <br /> Mr. Miller stated the Water fund is not in great shape right now and will require a <br /> couple more years to build up cash reserves. <br /> Mayor Roe thought potentially with that recovery, depending on how things look <br /> in the next few years, the City could look at potentially some base rate reductions <br /> in both funds. <br /> Mr. Miller and Mr. Culver agreed. <br /> Councilmember McGehee stated if the City institutes an aggressive discount pro- <br /> gram again, that will raise the rate for other people participating in the fund be- <br /> cause this is a closed fund. <br /> Mr. Miller confirmed rates would shift. <br /> Councilmember McGehee thought this was something the Council needed to re- <br /> member moving forward unless the Council wants to actually look at the under- <br /> pinnings of how this was funded in the first place. <br /> Consensus of the Council was to bring this item back for consideration at the De- <br /> cember 3, 2018 City Council meeting when the budget and levy are approved. <br /> c. Consider Changes to City Code Chapter 314.5 to Adopt 2019 Fee Schedule <br /> Finance Director Chris Miller summarized the request as detailed in the RCA of <br /> this date; and noted a bench handout incorporated into the RCA providing an ex- <br /> tract of City Council meeting minutes of November 5, 2018. <br /> Councilmember Willmus stated there was an article in the paper recently about <br /> communities that are eliminating pet licenses and he was curious where Roseville <br /> is at in terms of compliance. <br /> Mr. Miller thought the overall theme in that article was that a lot of cities are go- <br /> ing away from licensing pets and one of the main reasons is compliance is so <br /> poor. He thought this was a fair discussion for the Council to have to see if the <br />
