Regular City Council Meeting <br /> Monday,November 26, 2018 <br /> Page 2 <br /> Mayor Roe asked if discussion would be tabled rather than taking any action to- <br /> night on non-renewal of a license for a particular applicant. <br /> City Attorney Gaughan indicated that was correct. <br /> Mayor Roe reviewed public hearing protocol and opened and closed the public <br /> hearing at approximately 6:40 p.m. for the purpose of receiving public input on <br /> the above-referenced license renewals; with no one appearing for or against. <br /> Etten moved, Willmus seconded, approval of the renewal of the requested liquor <br /> licenses for 2019. <br /> Council Discussion <br /> Councilmember McGehee stated she was not proposing the Council table any- <br /> thing, but she thought it should be pointed out that Cub Liquor had two failures in <br /> 2017, back-to-back, and the VFW Post also has had two compliance check fail- <br /> ures a year apart. She thought it would be nice to somehow notify the businesses <br /> that there is a fine when this happens,but she did not like to see this kind of recur- <br /> rence in the City licensing. <br /> Mayor Roe stated he was not sure if in both of the instances, but in at least one of <br /> the instances the City did apply a further penalty beyond the presumptive penalty <br /> in the action at that time because of the second violation within a short period of <br /> time. <br /> Councilmember Laliberte stated because the City Council does not have the sup- <br /> porting documentation of each of the applications, she was challenged a bit when <br /> she received her packet as to where the five speedways are located for the off- <br /> sale, non-intoxicating. She asked staff in the future to give the City Council more <br /> information on where the businesses are located in the City. <br /> Roll Call <br /> Ayes: Laliberte, Willmus, Etten, McGehee, and Roe. <br /> Nays: None. <br /> b. Final Budget Hearing (Truth-in-Taxation Hearing) <br /> Finance Director Chris Miller summarized the request as detailed in the RCA of <br /> this date. <br /> Mayor Roe reviewed how the property tax system works. <br /> Councilmember Willmus stated at the time the preliminary levy was approved in <br /> September one of the considerations that the Council looked at was stepping away <br /> from the City use of reserves for ongoing operations.
