She noted that out of the 6 percent proposed levy increase, only 2.7 percent <br /> is being asked by the City for operations. She thought it was important to under- <br /> stand where the Council over the past decade have put costs in, how the City has <br /> operated, and how that now comes to play in the increase this year. She stated she <br /> was very supportive of the City repair of the water, sewer, and storm water infra- <br /> structure stating that those costs are is a huge piece of the utilities bill. <br /> Councilmember McGehee asked if there were any other cities in the Metro area <br /> that pay for their sewer and water infrastructure repair using just fees. <br /> Mr. Miller stated he thought that was pretty typical and thought most do it <br /> through the water and sewer rates and special assessments. <br /> Councilmember McGehee asked if other cities used a combination of fees and <br /> special assessments. <br /> Mr. Miller stated it is fairly common for other cities to use special assessments for <br /> repairs and the City of Roseville does not do that for residential. <br /> Councilmember Laliberte asked for clarification of the information that was in the <br /> packet because it varied slightly from what Mr. Miller had up on the screen. She <br /> asked for an explanation of this. <br /> Mr. Miller stated the correct information was presented on the screen and apolo- <br /> gized for the incorrect information given in the Council packets. <br /> Mayor Roe offered an opportunity for public comment. <br /> Public Comment <br /> Ms. Lauren Peterson, 1021 Roma Avenue <br /> Ms. Peterson stated she would support the tax increase. She stated she has been a <br /> resident of Roseville for three years and greatly appreciates the parks, Fire De- <br /> partment, and Police Department. She thought it was important to have a good in- <br /> frastructure. She stated she would also support not utilizing the City cash re- <br /> serves. <br /> Mayor Roe closed public comment for this item. <br /> Councilmember Laliberte asked if the waste water rate increase of 8.1 percent the <br /> City is getting from the Met Council an amount that is equitable to all cities in the <br /> Metro area or is it being delivered in varying degrease. <br /> Mr. Miller stated it was not. The way the Met Council figures the increase per- <br /> centage is, it is allocated out based on the Met Council costs, which are shared <br />
