Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: McGehee, Willmus, Laliberte, Etten, and Roe. City Manager Patrick Trudgeon <br /> and City Attorney Mark Gaughan were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> City Manager Trudgeon requested removal of Item 9G (Langton Place Public Improve- <br /> ment Contract Approval) for separate consideration. <br /> McGehee moved, Willmus seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: McGehee, Willmus, Laliberte, Etten, and Roe . <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Ms. Priscilla Morton, Western Avenue, stated she was at the meeting because she attend- <br /> ed the Public Works Commission meeting who recommended she come before the City <br /> Council. She had some specific questions, comments about the Roseville 2040 plan that <br /> relate to the environment. She noted she was pleased to see how much attention is being <br /> paid to greenhouse gases and meeting the Minnesota levels of emissions within this plan. <br /> She requested the City move as quickly as possible because she felt the world was in a <br /> state of emergency. One of the goals in the plan is for eighty percent reduction of green- <br /> house gases from the 2005 levels by 2050 whereas the most recent IPCC recommenda- <br /> tion is 100% by 2050 and 45% by 2030. She indicated she was concerned that the City <br /> may not be shooting high enough and secondly, she wondered what the accountability <br /> methods are in the plan. She stated there is lots of good language regarding providing a <br /> plan. She wondered if there will be someone responsible for this and reporting regularly <br /> on the progress achieved. <br /> Ms. Morton stated her third comment had to do with the current Minnesota goals that are <br /> not even close to being met. She wondered if Roseville already has goals and if the City <br /> has been meeting them. If the City does not track this or measure it, then it is likely to <br /> slip and be forgotten. <br />
