Regular City Council Meeting <br /> Monday,January 7, 2019 <br /> Page 10 <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte and Roe. <br /> Nays: None. <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11565 (Attachment <br /> D) entitled, "Resolution Approving an Interim Use for Roseville Lutheran Church <br /> to Conduct a Temporary Emergency Overnight Homeless Shelter(PF18-025)." <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte and Roe. <br /> Nays: None. <br /> Mayor Roe agreed the City should look into making this item an approved use <br /> within the Institutional Zone. He stated the model that came to his mind as he <br /> was thinking about this was the Accessory Dwelling Unit. <br /> Councilmember Willmus concurred but thought it was important for the City to <br /> initiate this process, so no fees are incurred by the churches. <br /> Councilmember Etten wanted to make sure while looking at this to view potential <br /> ways to move forward that do not create a bigger problem. <br /> Mayor Roe asked if the Council wanted to take an action in regard to the Interim <br /> Use fee and other fees related to these applications. <br /> Councilmember Groff supported getting rid of this fee, if possible, for the two <br /> churches. <br /> Councilmember Laliberte was supportive of waiving or lowering the fee because <br /> of the particular use but she was very conscious of setting precedent and making <br /> sure that the fee the City is charging to this applicant and other applicant coming <br /> forward on this particular Interim Use, is appropriate for what the City needs to be <br /> doing. She cannot say what that appropriate amount would be to cover what the <br /> City needs to do in this situation. <br /> Mayor Roe stated that is a very good question that he was not sure could be an- <br /> swered at this meeting and was not sure if action needed to be taken at this time. <br /> He believed the fee has already been paid as a part of the application, it was just a <br /> matter of deciding how to refund the money. He asked if the Council wanted this <br /> item to be brought back for further discussion with more insight from staff or le- <br /> gal counsel. <br /> Councilmember Groff stated what the Council heard tonight is that other cities are <br /> doing this without a fee being involved and he understood this needed to be dealt <br />
