Regular City Council Meeting <br /> Monday,January 7, 2019 <br /> Page 9 <br /> Council Discussion <br /> Councilmember Willmus stated he did not care for the process the City has in re- <br /> gard to the use that New Life Presbyterian Church in Roseville is looking to carry <br /> forward. But at this point and time, he felt this was the best path forward with the <br /> understanding that the City Council will look and work with staff and the church- <br /> es to see if once this permit is granted and in place, to find a way that will be a <br /> benefit to the churches and becomes a permitted use within their zoning designa- <br /> tion. He thought that made sense and something that fits within the organizational <br /> mission of the two churches so from that perspective, it makes sense. <br /> Councilmember Willmus thought by approving the Resolution it will allow the <br /> churches to proceed for this coming year. <br /> Councilmember Etten concurred and felt this was a very important part of the <br /> work the churches are doing and he appreciates that work. He felt the City was <br /> stuck at this moment on some of the processes and he would like to find a differ- <br /> ent way forward in the future that would move some of the hurdles that are in the <br /> way of the churches. <br /> Councilmember Laliberte concurred with her colleagues and thought what the <br /> churches are doing in the community is exactly what was hoped of them. She in- <br /> dicated she understood the frustration of everyone involved but did have concerns <br /> as the City talks about working together and going forward for a permitted use, <br /> and what expenses that might result for the churches to make their facilities ap- <br /> propriate in a permitted use. She asked the City to make that a part of the conver- <br /> sation in the future as well. <br /> Councilmember Groff agreed with all said. He noted he was previously on the <br /> Planning Commission and had heard all of the testimony that came forward. He <br /> thought there were two things going on, one is dealing with the Zoning issue and <br /> the other side is how the City is viewed by the community and how the City takes <br /> care of the people who have the greatest needs in the City. He stated this is a very <br /> frustrating position to be in right now. He thought the Council had to go forward <br /> with this and he would support the motion because it is the only way the churches <br /> can accomplish their goals of housing the homeless in February and April of this <br /> year. He agreed that the City needs to look at a different way to address this with- <br /> in zoning in the next year to remedy this situation. <br /> Mayor Roe echoed the comment and thought it was tremendous the churches are <br /> coming forward to provide this service, noting it does involve a lot of time and ef- <br /> fort and volunteer work on the part of both congregations. He indicated he was <br /> appreciative of that and thought the notion of approving and supporting the use on <br /> these sites going forward is appropriate so he was definitely supportive of that. <br />
