Although if <br /> medical, there would be two going out in one unit and if there was a third call, <br /> there would still be a subsequent unit available. He wondered if that was the <br /> thought behind the statement. <br /> Fire Chief O'Neill stated that was what he was indicating. <br /> Fire Chief O'Neill and Assistant Fire Chief Brosnahan continued with the presen- <br /> tation to the City Council. <br /> Councilmember Willmus asked what the average response time is right now and <br /> what would be the average responses time with increased staff <br /> Fire Chief O'Neill stated the average response time right now is three and a half <br /> minutes. The response time will continue to be three and a half minutes if addi- <br /> tional staff is added except for the'fact that the second call would also be three <br /> and a half minutes instead of ten to twenty minutes that currently occurs if the <br /> Fire Department can get there at all. There are a lot of situations where the Fire <br /> Department does not even attempt to get to many of the second and third medical <br /> calls because it would not be timely to get to them in a twenty-minute mark. The <br /> Fire Department would be able to get to the second or third call in three and a half <br /> minutes if staff was increased. <br /> Fire Chief O'Neill stated the Fire Department believed eight is the right number <br /> of staff because it gets another truck on the street and provides them with 33 per- <br /> cent more opportunity to respond to the second or third emergency, depending on <br /> what it is. It also does not leave the station empty and he believes it to be a con- <br /> servative number. Roseville still has one of the leanest staffed Fire Departments <br /> in the Metro. <br /> Councilmember Laliberte stated Roseville does not want to over utilize and rely <br /> on other cities to help staff the Fire Department but she wondered what other cit- <br /> ies in the surrounding area do to staff their Fire Departments. She asked whether <br /> the other Fire Departments rely on Roseville to help staff their Fire Departments. <br /> She wondered if there was any data available for that. <br /> Fire Chief O'Neill reviewed how calls are dispatched within the area for all of the <br /> surrounding cities. He thought the program was working but was driven by the <br /> location of the unit, not really by need. He stated the Fire Department does have <br /> agreements within the County for mutual aid and Roseville is actually looking to <br /> expand the working relationship with the cities around Roseville. This is based <br /> not only on Roseville's needs, but the other city's needs as well. He stated all <br /> Fire Department are experiencing some form of fatigue as far as volunteerism and <br /> getting trained Fire Fighters. Each Department is a little different. He stated Ro- <br />
