Regular City Council Meeting
Monday,January 7,2019
Page 15
Seville is a very complex City compared to some and might be moving a little bit
faster.
Fire Chief O'Neill stated all departments within the County are experiencing fa-
tigue to some level. All of them have different types of approaches and some
things work better for them for different reasons. A challenge for Roseville is the
call volume. He stated Falcon Heights is a call back Fire Department and do a
great job at that. One of the reasons Falcon Heights is a good call back depart-
ment is that Falcon Heights does not have the complexity and call volume that
Roseville does. He stated the same can be said for the Little Canada Fire Depart-
ment.
Fire Chief O'Neill stated of the departments in the County with similar call vol-
umes like White Bear Lake and Maplewood just moved to completely full-time
staffing. The Fire Departments will have to continue to help each other out in the
calls that are needed for it, but Roseville needs to be able to provide for their own
community first. Each city is willing to help out, but Roseville cannot over use
that help, Roseville needs to be able to help themselves.
Fire Chief O'Neill stated the Fire Department is before the City Council in order
to try to be proactive rather than reactive to needs.
Assistant Fire Chief Brosnahan continued with the presentation showing graphs
and statistics for on duty calls and staffing.
Fire Chief O'Neill stated at the 2018 presentation the Fire Department was tasked
with a nine-month period of community outreach to the community. During the
outreach starting in May the Fire Department had 1,700 contacts throughout the
community and about forty people willing to fill out survey cards. During that
time frame the Fire Department had information on the City website and the Fire
Department website and hosted open houses at the Fire Stations and parks
throughout the City. He stated the Fire Department also went to each one of the
Commissions and talked and went to different civic organizations with presenta-
tions and discussions and in that time frame there was not one person that came
out to not support the program. He noted at each presentation there was the cost
of additional employees posted so the community could see what it would be.
The Fire Department was very transparent with that information. He stated the
Council received a summary of the Fire Department outreach program that the
Fire Department worked very hard at and there was probably a thousand hours be-
tween staff and himself and Assistant Fire Chief Brosnahan that were involved.
He indicated it was great to meet with members of the community and felt it was
very valuable to be able to do that and continue that.
