Regular City Council Meeting <br /> Monday,January 7, 2019 <br /> Page 4 <br /> Council Discussion <br /> Councilmember Groff thanked the HRIEC for their work on these proclamations. He <br /> thought these two proclamations are both important items to address in the City. <br /> Councilmember Etten concurred and also appreciated the work that went into putting in- <br /> formation in the display case outside of the Council Chambers. <br /> Councilmember Laliberte stated to there will also be an event on January 17th at the Ro- <br /> seville Library to discuss and address the human trafficking topic. <br /> Mayor Roe stated in addition, there are other groups and entities in the community that <br /> are putting on programs and educational opportunities related to human trafficking as <br /> well and the Council is supportive of every effort in the community over the course of <br /> this month to both improve awareness and provide education about human trafficking and <br /> its impacts. <br /> Roll Call <br /> Ayes: Willmus, Groff, Etten, Laliberte and Roe. <br /> Nays: None. <br /> 7. Business Items <br /> a. Consider a Request by Roseville Lutheran Church (1215 Roselawn Avenue) <br /> and New Life Presbyterian Church (965 Larpenteur Avenue) for an Interim <br /> Use (IU) in support of"Project Home" to allow the hosting of 20 emergency <br /> shelter beds for homeless families (PF18-025 and 026) <br /> City Planner Paschke briefly highlighted this item as detailed in the RCA and re- <br /> lated attachments dated January 7, 2019. <br /> Councilmember Etten noted at the Planning Commission meeting, it was brought <br /> up State Statute talking about housing for thirty consecutive days or sixty cumula- <br /> tive days. He asked for clarification and whether the State Statute was found by <br /> staff. <br /> Mr. Paschke indicated he was not able to find that information and cannot confirm <br /> it within the Statute citations that were provided in the email from Commissioner <br /> Bull. He stated he has reviewed them a number of times but it is not to say it is <br /> not covered under State Statute somewhere. There are a lot of links to other Stat- <br /> utes within the Statute sections that were provided to him, but nothing specifically <br /> language-wise for the modification to the conditional approval. <br /> Councilmember Etten stated that does not limit the Council but he wanted to clar- <br /> ify that previous sources at the time. <br />
