Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: January 22, 2019 Item No: 5 <br />Item Description: Snelling Ave Corridor Study <br />Background: <br />In 2016 the City applied for federal funds to construct a third lane along Snelling Ave in the <br />northbound direction. In 2017 the City was notified that it was awarded $2.7 million towards the <br />estimated $3.4 million project. We were excited by this news, however, the federal funds were <br />programmed for the year 2020 with the possibility of having that program year shifted to 2021. <br />Since that project award, staff has been working with MnDOT on the specific scope of this <br />proposed project as well as the timing of the 35W Managed Lane project, which, in 2016 was <br />being planned, but had not been fully funded yet. In 2017 MnDOT informed the City that the <br />35W project was very likely to start in 2019 and last 3 to 4 years. This put the timing of major <br />construction along Snelling Ave, a major alternate route for 35W, in question. <br />Also, the impetus for applying for the federal funds was partly based on proposed traffic <br />mitigation by a potential developer of a site just west of Snelling Ave along County Road C. It <br />was anticipated that if this development were to go through they could provide a substantial <br />portion of the required local participation in the federal project. So far, that development has not <br />occurred. <br />In 2018 staff approached Council for approval to conduct a small corridor study and alternatives <br />analysis for the stretch of Snelling Ave from County Road C to Lydia Ave. The goal of the City <br />was to reduce overall delay on the side streets crossing Snelling Ave without impacting capacity <br />on Snelling Ave. Pedestrian safety was also a consideration for the study. With the Council's <br />approval, staff hired SRF Consulting Group to conduct the study. They have recently completed <br />the final draft of the report. <br />Staff will review the attached report with the Commission and seek a recommendation for further <br />action. <br />Recommended Action: <br />Staff requests that the Commission receive a short presentation on the Snelling Ave Corridor <br />Report and provide recommendations to the City Council for further action. <br />Attachments: <br />A.
