To: Mark Culver, PE <br />City of Roseville <br />From: John Maczko PE, Senior Transportation Manager <br />Leif Garnass PE, PTOE, Principal <br />Justin Sebens, Engineer <br />Date: January 17, 2019 <br />Subject: Snelling Avenue Corridor Analysis <br />Introduction <br />Attachment A <br />Memorandum <br />SKF No. 11130 <br />The City of Roseville, Minnesota was successful in a 2016 Surface Transportation Project proposal <br />through the Metropolitan Council in securing $2.7 million dollars in federal funding in 2020 toward <br />an estimated $3.4 million -dollar construction project constructing an additional 12 -foot wide <br />northbound through lane on Snelling Avenue from County Road 132 to 1,180 feet north of Lydia <br />Avenue. The goal of this project is to add capacity and improve safety, mobility and accessibility to <br />the large regional manufacturing/distribution and job concentration centers in the area. <br />SRF Consulting Group was contracted by the City of Roseville, jointly funded by the Minnesota <br />Department of Transportation (MnDOT), to review the proposed project and any merging issues <br />that may occur at the merge point north of Lydia Avenue. Further, SRF was asked to review and <br />provide a concept analysis of Snelling Avenue between County Road C and Lydia Avenue. <br />Historically, this area of Snelling Avenue experiences significant levels of congestion during the p.m. <br />peak period, specifically with the side -streets being heavily congested and there is a high northbound <br />desire for travel. This memorandum documents the review of the third lane project and additional <br />potential concept scenarios. <br />Background <br />The northbound direction of Snelling Avenue between County Road 132 and Hamline Avenue was <br />identified through the MnDOT Congestion Management Safety Plan (CMSP) as one of the more <br />congested areas in the Metropolitan area. Of the 186 areas identified in the Twin Cities metropolitan <br />area during the process this corridor was one of 68 areas identified during Phase III of the process <br />to be explored for possible solutions. During a series of design Charettes that were part of the <br />CMSP process the addition of the NB 3rd lane was proposed.
