The merge area was evaluated three different <br />ways utilizing multiple strategies, including Highway Capacity Manual (HCM) methodology within <br />Highway Capacity Software (HCS), SimTraffic microsimulation, and a manual capacity <br />approximation calculation. Based on the various analysis methods applied to the Snelling Avenue <br />third lane and lane drop configurations, it is expected that the facility will operate acceptably with <br />minimal congestion or queuing. Further details regarding the results of our analysis can be found in <br />the technical memorandum in Attachment B. <br />Additional Safety, Mobility and Access Improvement Scenarios <br />SRF staff met with the City Roseville, Ramsey County and MnDOT staff to discuss the above <br />observations of the corridor and the results of the third lane merge analysis. Based on this meeting <br />additional concept scenarios were identified to help identify the most appropriate project to be <br />implemented. Because of those discussions, three scenarios were selected for further evaluation and <br />analysis along with the preparation of construction cost estimates. The three scenarios include: <br />1) Scenario 1. Construct geometric changes to the side -streets at Lydia Avenue and County <br />Road C2 along with signal timing adjustments along the corridor. <br />2) Scenario 2. Construct geometric changes to the side -streets at Lydia Avenue and County <br />Road C2 with the addition of the northbound through lane as proposed in the Metropolitan <br />Council Regional Solicitation process. Again, this scenario includes signal tuning adjustments <br />along the corridor. <br />3) Scenario 3. Construct geometric changes at County Road C2 as proposed in Scenario 1 but <br />convert Lydia Avenue to a grade -separated interchange with access to and from the north. <br />With this change a complete corridor signal reaming effort is assumed. <br />The scenarios are described in more detail on the following pages. <br />
