These include: <br />• Construction of displaced left -turns or a Green "T" at Lydia Avenue. <br />• Construction of a pedestrian overpass or underpass at Lydia Avenue. <br />• Reconstruction of Snelling Avenue as an urban arterial as opposed to an expressway. <br />The pedestrian overpass or underpass at Lydia Avenue would address pedestrian crossing concerns <br />but not address other congestion issues in the corridor. The reconstruction of Snelling Avenue as an <br />urban arterial received discussion but was also a scenario that would require significant community <br />and business discussion about the future vision of the corridor and require significantly more <br />funding than could be considered feasible at this time to address the current issues. <br />Scenario 1 <br />This scenario includes geometric changes at Lydia Avenue (see Figure 9) and at County Road C2 <br />(see Figure 10). These changes are relatively low-cost improvements that will greatly reduce side - <br />street delays. The City of Roseville is already moving forward with the improvements proposed at <br />County Road C2 with expected completion during the 2019 construction season. At Lydia Avenue, <br />the proposed improvements involve restriping the west side of Lydia Avenue from Snelling Avenue <br />to Lincoln Drive by moving the westbound -to -southbound left -turn lane north approximately five <br />feet along with narrowing the lane to a 10 -foot lane. This will provide two lanes of eastbound traffic <br />eliminating the current bottleneck that does not allow the lanes at Snelling to fill and allows for the <br />inclusion of a dual left turn lane for the heavy left -turn demand to northbound Snelling Avenue. <br />The existing traffic signal would be modified to accommodate the dual left -turn lane lanes. <br />To improve the pedestrian environment this scenario bans the westbound left -turns at the Snelling <br />Avenue/Lydia Avenue intersection. These left -turns can be accommodated instead by using the <br />Snelling Avenue East Service Drive. Traffic counts show that westbound left -turn demand is <br />relatively low at the intersection and there is an alternate way to make this movement requiring <br />minimal diversion (i.e., using the southbound Snelling Avenue East Service Drive to the County <br />Road C2 intersection). A raised concrete median would be constructed to provide further clarity that <br />the left -turn lane ends at the service road. Pedestrian safety could be further improved through the <br />addition of a bump -out island on the southwest corner to help reduce the speed of eastbound right - <br />turning vehicles while reducing the pedestrian crossing length. We would also recommend removing <br />the pedestrian ramps on the north side of Lydia Avenue crossing Snelling Avenue. There are <br />currently no pedestrian heads provided at this crossing and the crosswalk is not marked so it would <br />remove any indications that pedestrians are encouraged to cross on the north side and direct them to <br />the better crossing on the south side of Lydia Avenue. <br />We further recommend removing the marked crosswalk on the east leg of the Lydia <br />Avenue/Lincoln Drive intersection. The desire would be to have pedestrians cross on the west side <br />of the intersection where the multiple -lane threat is much less of an issue. <br />
