Mark Culver, PE <br />City of Roseville <br />Improvement Scenario Evaluation <br />January 17, 2019 <br />Page 14 <br />Each improvement scenario was evaluated to determine the potential traffic benefits. The following <br />describes the methodology use and results of the evaluation. <br />Evaluation Methodology <br />Existing traffic volumes used in the analysis were based on data collected in 2014 during the a.m. <br />peak and p.m. peak periods. The turning movement counts were increased for the side -street <br />movements at all intersections, and for the northbound through movement at County Road C, by 20 <br />percent to account for the latent demand along the corridor. Based on stakeholder input and the <br />corridor characteristics, only the p.m. peak hour was analyzed for this study. <br />The evaluation considered three metrics: <br />1) Change in delay on each of the side -street approaches. <br />2) Change in throughput leaving the corridor. <br />3) Cost/benefit of each scenario based on a "value of time" analysis utilizing change in network <br />delay per vehicle. <br />Approach Delay Evaluation Results <br />The first part of the evaluation compared the approach delay at each of the analyzed intersections <br />under existing p.m. peak conditions for all three scenarios. Table 1 summarizes the change in delay <br />for the eastbound and westbound approaches at each intersection. <br />Table 1. Side -Street Approach Delay Summary (P.M.
