An analysis was completed on each of <br />the proposed scenarios, which compared the change in network delay per vehicle for each scenario <br />relative to the cost of the scenario. Although Scenario 2 performs better under both the delay analysis and the throughput <br />analysis, the overall construction costs are significantly higher than Scenario 1. It is not expected that <br />it will be possible to construct the scenario 2 project without the addition of any noise walls, but the <br />evaluation was intended provide a range of expectation. <br />Findings & Conclusions <br />Three separate analyses were performed as part of this study. The first looked at the approach delay <br />for each of the side street movements, the second looked at the overall throughput in the network, <br />and the third looked at a value of time saved for each scenario. Based on the results from each of <br />the analyses, the following are some key takeaways: <br />• Scenario 1 provides significant side -street delay reductions and some improvement in overall <br />network throughput. Most importantly, throughput is not negatively impacted northbound <br />north of County Road C, which indicates that County Road C can still serve the traffic that it <br />currently serves. Scenario 1 also provides for minor at -grade pedestrian improvements. <br />Improvements under Scenario 1 are lowest cost per time saved. <br />• Scenario 2 provides the best side -street delay reductions and the best improvement in overall <br />network throughput. Further, throughput is increased northbound north of County Road C, <br />which indicates that County Road C can serve more traffic than it currently serves. Scenario <br />2 also provides for minor at grade pedestrian improvements. <br />• Scenario 3 provides significant benefit to the Lydia Avenue intersection with the interchange <br />by greatly reducing side -street delays; however, the interchange has negative impacts to the <br />intersection of County Road C2 due to re-routed traffic. Further, this scenario is expensive <br />with a high-cost per time saved with minimal benefit in overall corridor throughput <br />
