Mark Culver, PE January 17, 2019 <br />City of Roseville Page 17 <br />Further consideration <br />Under each of the scenarios the County Road C intersection is the control point. The intersection is <br />currently a breakpoint in the north -south progression and is a major bottleneck in the east -west <br />direction. Geometric improvements to this intersection were tested and showed improvement when <br />compared to existing conditions. The modifications are shown in Figure 12. <br />Figure 12. Potential Geometric Improvements at County Road C <br />The tested improvements increased the overall throughput north of County Road C on Snelling <br />Avenue by 3 percent Improvements to this intersection should be considered in the future to further <br />capture the benefit of each of the scenarios, however further microsimulation analysis should be <br />completed to fully analyze the operations. There appears to be adequate ROW and space to allow the <br />additional lane on the east side of Snelling and construction cost estimate of the improvements is <br />$250,000 but it would be important to understand the overall operations and where traffic demands <br />are coming from. <br />Implementation <br />After reviewing the findings and conclusions it is recommended that the City, State and County <br />consider a phased implementation of improvements. This approach would help to assure that <br />valuable financial resources are spent wisely and allows the opportunity to see what the actual affects <br />are of the Manage lane construction that will be occurring on 35W <br />1) Implement geometric improvements and minor pedestrian safety improvements at Lydia in <br />addition to the currently planned C2 improvements. <br />2) Work with MnDOT on signal timing adjustments and monitor the results. <br />3) Further study and model County Road C geometric improvements and impacts and propose <br />for future funding under the MnDOT and County Cooperative Funding programs if it is <br />determined beneficial <br />
