218
Member Kors stated he did take a class in Complete Streets and one of the aspects
219
he didn't see in this that was discussed in workshop was the direction in terms of
220
what the final goal is. He did not see a direction with this, it is just the facts. He
221
wondered if there was a goal. He did not see anything in the checklist for speed.
222
He wondered if some boxes could also be put in the desirable list. He stated he was
223
trying to think out of the box.
224
225
Mr. Culver thought there might be a supplementary document with a survey or
226
checklist for the users to fill out and let the City know what the objectives are for
227
the project from the user's side. He thought there c d be an open box for public
228
objectives or stakeholder objectives or goals.
229
230
Chair Cihacek thought the set of goals would be defined through the authorization
231
of the project so he thought when the project is started there will also be a reason
232
why it is being done in order to request the funding or other things. He did not
233
think a goal needed to be defined because it will be defined elsewhere through some
234
other process. He did think it might be nice to tie it all together somewhere into the
235
document sets. He thought that would be important. He noted of the goals
236
are defined through other licies. The City already has a set of go m a policy
237
perspective that will nee chieved through this process.
238
What
239
Member Kors asked if there s a g in this would recognize a unique
240
feature forRos 'lle, more goal orientated.
241
242
Mr. Frei mer thought that would be included in the checklist and will account
243
for unique elements.
244
245 Chair Cihacek stated the checklist is not the design document. This is the initial
246 characteristic of the project the City is going to be doing and part of the planning
247 process, not a part of the design process.
248 4
249 Mr Culver stated he s complete streets policy helps with design. He
250 rev d with the Commissi he process staff goes through for a project. He
251 state thought this existing characteristic is the technical first look at identifying
252 some of the ey features and deficiencies that are in the corridor and presenting to
253 the public.
254
255 Chair Cihacek t ght the documents defined the flow. He stated he did not have
256 any concerns, and this was a good starting place.
257
258 Member Kruse asked if Ramsey County had a policy.
259
260 Mr. Culver did not know if Ramsey County had a formal Complete Streets Policy.
261 Ramsey County has a newer initiative that has been embraced holistically
262 throughout the organization as far as access for all abilities. He did not know if
263 Ramsey County had a formal Complete Streets Policy.
