He asked if there are drainage permits. <br />Mr. Freihammer stated there are drainage/stormwater permits. These are the same <br />thing. <br />Mr. Culver stated he liked the wording "environmental permits" because that gets <br />into the wetlands stormwater and PDS versus just nage or stormwater. <br />Member Kruse stated at the workshop he was at there were some really good <br />speakers and he wondered if staff could get someone to come in and give a little <br />talk to the Commission. <br />Motion 4&* <br />Member Kruse moved, Member Misra seconded, to recommend the City <br />Council adopt the Complete Streets Policy and forms as amended. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />6. Public Works 2019 Work PlaIF <br />City En eer Freihammer stated each ,year P Works staff monitors and <br />evaluates the condition of City infrastructure r development of ongoing <br />maintenance and replacement needs plan. He reviewed the improvements <br />recommended for the 2019 construction season with the City with the Commission. <br />11 <br />Chair Ci ked delamina going. <br />Mr. Culver state it is stil happening. The sweet spot is looking back fifteen to <br />seventeen years. As staff looks at the roads that were paved in 2003, 2004 <br />timeframe, the question is are those roads exhibiting delamination and he thought <br />the roads were. The question is when other roads are going to start showing <br />delamination. Ht stated eventually it will stop because the City has stopped seal <br />coating. Publiorks is hoping that some of the newer pavement mixes the City <br />started to use ine early 2000's will not exhibit the delamination issue, but staff <br />has not seen that yet. <br />Chair Cihacek asked if there was any conversation with Metro Transit about <br />adjusting the bus routes to accommodate all of the road construction. <br />Mr. Culver stated he heard that Metro Transit is truncating the 84 line at Como and <br />will no longer go all the way up to Rosedale. He stated he has not heard that there <br />is going to be any supercharging of any of the routes. He stated MnDOT and Metro <br />Page 7 of 10 <br />
