Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:25 p.m. Voting and Seating <br /> Order: Willmus, Groff, Etten and Roe. City Manager Patrick Trudgeon and City Attor- <br /> ney Mark Gaughan were also present. Mayor Roe announced that Councilmember <br /> Laliberte was not present at the meeting due to illness. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Groff moved, Etten seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Willmus, Etten, Groff and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. No one appeared to speak. <br /> 5. Recognitions, Donations, and Communications <br /> a. Consider Proclaiming February Black History Month <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> RCA and related attachments dated January 28, 2019. <br /> Councilmember Etten stated he appreciated the additions to this proclamation and <br /> understood the importance. One thing he wanted to make sure is highlighted in <br /> this process, is the significant work the City of Roseville has undergone in the last <br /> three years led by the City Police Department as well as by members of staff and <br /> Government Alliance on Race and Equity to make a difference and shift some of <br /> the historical lines of racism and other things that are part of the society. He <br /> would like the Council to consider adding the following to the proclamation: <br /> "Whereas, the City of Roseville is working to bring racial equity to its policies, <br /> programs, procedures and has made significant efforts, particularly in the areas of <br /> policing to address the historical institutional inequities." <br /> Mayor Roe indicated the proposed addition would be added before the 2019 <br /> theme"whereas" clause on the bottom of page one of Attachment C. <br /> Etten moved, Willmus seconded, amending the proclamation by inserting: <br /> "Whereas, the City of Roseville is working to bring racial equity to its policies, <br />
