Regular City Council Meeting <br /> Monday,January 28,2019 <br /> Page 11 <br /> Chief Mathwig stated he did not think it was unique to Roseville but there are <br /> agencies within Ramsey County that are still doing gas drive offs aggressively. <br /> He stated it was difficult to pinpoint, but there are enough examples of what Ro- <br /> seville is not doing as compared to neighboring communities. <br /> Mayor Roe stated the reason he brought that up is to show that Roseville Police <br /> Department is not unique in some of the challenges the Department is facing in <br /> some of these areas. <br /> Chief Mathwig stated in summary, the reason why the Police Department needs <br /> another police officer is to address the increasing crime rate, the decreasing case <br /> clearing rate, increasing calls for service, the complexity of calls, the increasing <br /> population and training demands, and Roseville is trending in an area that is con- <br /> cerning to him as Chief and concerning to people in Roseville. <br /> Chief Mathwig stated the Police Department is requesting in the 2020 budget for <br /> three police officers: two ununiformed patrol and one detective. He stated the ad- <br /> ditional officers will work on the Rosedale impact and try to reduce the workload, <br /> increasing crime rate, decreasing case clearing rate and other things. <br /> Chief Mathwig stated in 2021, the Police Department is looking for three police <br /> officers and three patrol officers who would be working on the reducing the im- <br /> pact of Walmart and hotels along with the other items discussed. He stated if <br /> granted, the Police Department would be grateful. <br /> Chief Mathwig stated the memo in the packet is a continuation of discussion with <br /> the Council and is the Police Department's commitment to diversity. He thought <br /> the Roseville Police Department had done a good job since 2013 of hiring Com- <br /> munity Service Officers, which are part-time positions and typically desire to be <br /> Police Officers. The Department has a very robust history of hiring CSOs as Ro- <br /> seville Police Officers. He stated the Department works with the Roseville <br /> schools, found out the five most commonly spoken language, and the CSOs have <br /> to have that or experience with working with communities of color. On the posi- <br /> tive side, the Department has CSOs that will be looking for Police Officer posi- <br /> tions and currently, there are not any Police Officer jobs in Roseville and he does <br /> not expect any retirements until 2021. He wants to avoid the loss of good CSOs <br /> to other communities if he can. <br /> Mayor Roe stated Chief Mathwig told him the $79,300 is coming from currently <br /> budgeted 2019 dollars that are being reshuffled in the Department for another of- <br /> ficer. <br /> Councilmember Etten noted that he and the Chief exchanged emails regarding <br /> squad cars and other equipment.
