Regular City Council Meeting <br /> Monday,January 28,2019 <br /> Page 6 <br /> Willmus moved, Etten seconded, allowing the Roseville Police Department to is- <br /> sue and administer the presumptive penalty as set forth in Section 302.15, of the <br /> Roseville City Code of$1,000 fine and a one-day liquor suspension. <br /> Council Discussion <br /> Councilmember Willmus appreciated Mr. Bell and Ms. Leapsch coming in and <br /> giving the Council some background and given the changes the company is mak- <br /> ing, he had no doubt the company's record will be spotless going forward. <br /> Roll Call <br /> Ayes: Willmus, Etten, Groff and Roe. <br /> Nays: None. <br /> Mayor Roe believed with the newest changes to licensing for driver's licenses in <br /> Minnesota, that the underage license will be oriented one way and the legal li- <br /> cense will be oriented another way. <br /> Deputy Chief Erika Scheider indicated she was not sure of any changes. <br /> d. Police Department Staffing Presentation <br /> Police Chief Rick Mathwig briefly highlighted this item as detailed in the RCA <br /> and related attachments dated January 28, 2019. <br /> Deputy Chief Erika Scheider, Lieutenant Joe Adams, and Cory Yunke were also <br /> at the meeting to answer questions. <br /> Police Chief Mathwig reviewed the reasons why the Roseville Police Department <br /> was requesting additional officers, noting increasing crime rates, decreasing case <br /> clearance rates, complexity of criminal investigations, and increases in population <br /> and commercial development. Chief Mathwig reviewed recent crime statistics. <br /> Deputy Chief Scheider reviewed Roseville's case clearance rates with the City <br /> Council. She stated the data shows Roseville's case clearance rate has decreased <br /> since 2010, which is concerning. Detectives are becoming overloaded with case <br /> loads and have been increasing since 2010. <br /> Councilmember Etten stated on the case clearance rate graph showing 2010-2017, <br /> it shows 2015 and 2017 are both around thirty-five percent and 2018 is similar so <br /> is there a feeling that the case clearance rate will trend down further or is that <br /> something that will bounce back up. He indicated that depending on where a per- <br /> son looks in time, the numbers will fluctuate up and down so he wondered if the <br /> big picture moving further down is staying at thirty-five percent or will it move <br /> up. <br />
