Regular City Council Meeting <br /> Monday,January 28,2019 <br /> Page 5 <br /> Roll Call <br /> Ayes: Willmus, Etten, Groff and Roe. <br /> Nays: None. <br /> c. Consider Presumptive Penalty Approval for Fantasy Flight Alcohol Compli- <br /> ance Failure <br /> Deputy Chief Erika Scheider summarized the request as detailed in the RCA of <br /> this date; and noted a bench handout incorporated into the RCA providing an ex- <br /> tract of City Council meeting minutes of January 28, 2019. <br /> Mr. Brenden Bell, game center supervisor, and Emily Leapsch, general manager, <br /> were at the meeting. <br /> Mr. Bell indicated the company did not comply and since then, the management <br /> team has changed and are in the process of recertifying all of their servers, wheth- <br /> er those servers are due or not and Ms. Leapsch is introducing a new training plan <br /> which will include coaching and standards in practice that will ensure the compa- <br /> ny is compliant going forward. He stated the liquor license is a privilege for them <br /> and it is their due diligence to ensure there is compliance at all times with all of <br /> the laws and regulations. <br /> Mayor Roe asked how long Fantasy Flight has been in business in Roseville. <br /> Mr. Bell stated he has personally worked for Fantasy Flight for two years, but the <br /> business has been in Roseville for eight years. He noted the liquor license has <br /> been more recent. <br /> Councilmember Groff sympathized with them because he was a bartender and <br /> understood it is not always easy when shifting shifts, etc. He thought their chang- <br /> es are to be commended and very wise on Fantasy Flight's part. He suggested <br /> Fantasy Flight have someone talk during training of their personal experience <br /> with being cited, which might be one thing to help the bartenders pay attention a <br /> little more. <br /> Mr. Bell thanked Councilmember Groff for the advice. He stated it is the respon- <br /> sibility of staff to go through the training, but it is his and Ms. Leapsch's respon- <br /> sibility to make sure the procedures and ongoing coaching and standards and <br /> practices are followed at all times. <br /> Mayor Roe thanked Mr. Bell and Ms. Leapsch for taking the next steps after a vi- <br /> olation to identify ways to improve operations at the organization so it does not <br /> happen again. <br />
