127 Mr. Culver reviewed the proposed modifications at County Road C2 and Scenario <br />128 2 with the Commission. <br />129 <br />130 Member Wozniak asked what is triggering the need for noise walls. <br />131 <br />132 Mr. Culver stated because Federal dollars are being used the City has to follow <br />133 Federal noise standards and anytime capacity is added to a road the existing noise <br />134 needs to be analyzed and then what the noise will be with the improvements and if <br />135 the noise goes over a certain threshold then the noise needs to be mitigated which <br />136 is where noise walls are discussed. <br />137 <br />138 Mr. Culver reviewed the Federal Aid requirements with the Commission and <br />139 indicated a lot of Federal Aid projects do not happen because the costs can be <br />140 prohibitive to do. Unless a project was being planned to do anyways, it normally <br />141 does not make sense to use Federal Aid dollars because of the added costs. <br />142 <br />143 Member Misra assumed residents in that area are going to want to see the sound <br />144 walls go in because of the added noise potential. <br />145 <br />146 Mr. Culver stated some will want it and some may not. He indicated the single - <br />147 family residents north of Lydia do want the noise walls. <br />148 <br />149 Member Misra inquired how tall the noise wall will be. <br />150 ' <br />151 Mr. Culver indicated it depended on the design of the noise wall, but most are <br />152 fourteen feet or higher. It depends on the terrain surrounding the area. <br />153 <br />154 Mr. Culver reviewed scenario three with the Commission indicating Snelling <br />155 Avenue would go over Lydia He noted the greatest advantage to this scenario is <br />156 there would be a grade separated pedestrian and bike crossing. The bottleneck <br />157 would be eliminated at Lydia with a signal still existing at C2 and County Road C. <br />158 <br />159 Mr. Culver stated the biggest concern with this scenario is the cost which will be <br />160 approximately nine million dollars and the City would not know how much traffic <br />161 would be used on Lydia between Snelling and Hamline instead of using County <br />162 Road C or C2 and Lydia east of Snelling is very residential. <br />163 <br />164 Mr. Culver stated with scenario one and doing only the small improvements the <br />165 City is looking at pretty significant reductions in delay under those minor <br />166 encroachments without any additional delay on Snelling Avenue. He stated the <br />167 consultant recommended an additional improvement to County Road C, which <br />168 would be an additional $300,000, to build the dual lefts to get onto Snelling Avenue <br />169 from County Road C which would provide some additional benefits to the side <br />170 street and the overall intersection delay. He noted that is something the City is <br />171 going to work with the County and the State on to go after some additional funds. <br />172 <br />Page 4 of 7 <br />
