Approve Payments Etten moved, Willmus seconded, approval of the following claims and payments as presented and detailed. ACH Payments $664,556.49 92082-92167 115,260.91 TOTAL $779,817.40 Roll Call Ayes: Laliberte, Etten, Willmus, Groff and Roe. Nays: None. b. Approve General Purchases or Sale of Surplus Items Exceeding$5,000 Etten moved, Willmus seconded, approving the submitted purchases or contrac- tors for services and where applicable; the sale/trade-in of surplus items and au- thorizing the Mayor and City Manager to execute the document. Councilmember Laliberte understood the City has the tree removal and the EAB program and the cold weather may actually be of benefit. She was hoping in the spring, the Council could have an update on whether there is some kill off of the larvae affecting the trees. Roll Call Ayes: Laliberte, Etten, Willmus, Groff and Roe. Nays: None. c. Approve July 4th Fireworks Display Agreement Etten moved, Willmus seconded, authorizing the Mayor and City Manager to sign the attached agreement with Pyrotechnic Display, Inc. to perform the 2019 fire- works display. Roll Call Ayes: Laliberte, Etten, Willmus, Groff and Roe. Nays: None. d. Adopt a Financing Plan for the 2719 Lexington Avenue Property Acquisition Etten moved, Willmus seconded, adoption of Resolution No. 11579 (Attachment A) entitled, "A Resolution Approving a 2019 Cash Transfer and Internal Loan to Finance the Acquisition of the 2719 Lexington Avenue Property."
