REQUEST FOR COUNCIL ACTION Date:2019 Item No.: Department ApprovalCity Manager Approval Item Description:Approve No Parking Resolution for Old Highway 8 1 B ACKGROUND 2As part of the 2019 Pavement Management Project (PMP) theCity is resurfacing a portion of Old 3Highway 8 between County Road C2 and County Road D. The roadway is designated a Municipal State 4Aid Road and as such must be constructed to State Aid standards. 5As part of the resurfacing project, the roadway between Troseth Road and County Road D will be 6restriped. Currently parking is allowed on the east side of the road with a thru lane in each direction. In 7order to accommodate higher traffic volumes and left turns, the roadway will be restriped to a three-lane 8configuration with a thru lane in each direction and a center left turn lane. This configuration also allows 9the City to install a pedestrian median refuge near Sandcastle Park which will helpmake crossing Old 10Highway 8 easier and safer for pedestrians going to the park. In order to accommodate this 11configuration, parking must be prohibited on both sides of the road to meet state aid standards. 12The attached resolutionprohibits parking along both sides of Old Highway 8 between Troseth Road and 13County Road D. 14 P OLICY O BJECTIVE 15In order to utilize State Aid funds, the City must post parkingrestrictionsin accordance with adopted 16State Aid standards. 17 S TAFF R ECOMMENDATION 18Approvethe attached resolution prohibiting parking onboth sides of Old Highway 8 from Troseth Road 19toCounty Road D. 20 R EQUESTED C OUNCIL A CTION 21Approve the attached resolutionprohibiting parking on both sides Old Highway 8 from Troseth Road to 22County Road D. 23 24 Prepared by:JesseFreihammer,Asst.
