REQUEST FOR COUNCIL ACTION <br /> Date: 2/25/2019 <br /> Item No.: 9.e <br />Department Approval City Manager Approval <br /> <br />Item Description: Approval of Roseville Fire Relief Association Bylaw Change and Approval of <br />Separation from Active Volunteer Service for Fire Chief <br /> <br />1 B ACKGROUND <br />2 Consistent with legislative changes approved during the 2018 Minnesota Legislative Session and <br />3 approved in the Omnibus Retirement Bill, (the pension bill), firefighters are now prohibited from <br />4 receiving service credit in volunteer fire relief associations <br />5 coverage is already provided in the Public Employee Retirement Association (PERA). Minnesota <br />6 Statute 424A.01(subd.4a). <br />7 <br />8 The City of Roseville has determined that pursuant to the new law it is appropriate to end the practice <br />9 of any full-time employees of the Fire Department participating in both the Roseville Fire Department <br />10 Relief Association and Public Employee Retirement Association (PERA). Currently, only the <br />11 Roseville Fire Chief is in both PERA and the Fire Department Relief Association. <br />12 <br />13 <br />14 department to receive pension benefits.
