1 ROSEVILLE PARKS AND RECREATION COMMISSION <br />2 MEETING MINUTES FOR <br />3 MARCH 5, 2019 6:30 p.m. <br />4 <br />5 PRESENT:Baggenstoss, Gelbach,Hoag, O’Brien, Stoner <br />6 ABSENT:Bole, Heikkila, Newby, Quick, Warzecha <br />7 STAFF: Brokke <br />8 <br />9 1) INTRODUCTIONS <br />10 <br />11 2) ROLL CALL/PUBLIC COMMENT <br />12 Chair O’Brien noted that Commissioners Bole, Heikkila, Newby, and Warzecha as well as <br />13 student Commissioner Quick would not be in attendance at the meeting. <br />14 <br />15 3) APPROVAL OF MINUTES – FEBRUARY 5, 2019 MEETING <br />16 Chair O’Brien recommended replacing lines 52-56 with the following: <br />17 “Commissioner Stoner proposed a motion that the Commission recommend to City <br />18 Council that City Council explore the possibility of a cooperative agreement with Hand <br />19 in Hand school regarding the use of some of the open space, similar to the one the City <br />20 currently has with Concordia Academy School in lieu of Park Dedication. Vice-Chair <br />21 Baggenstoss seconded. <br />22 <br />23 A lengthy discussion followed, with Commissioner Stoner supporting the idea that the <br />24 possibility of a creative cooperative agreement between the City and Hand in Hand be <br />25 kept open. Commissioner Baggenstoss voiced support of protecting the green space on <br />26 the property. Another concern expressed by Commissioner Stoner was the relatively low <br />27 amount of money that would come if choosing cash for Park Dedication. Commissioners <br />28 Hoag and Warzecha voiced concerns regarding the fact that this sector of Roseville does <br />29 not have a need for more park land or athletic fields, and the money from this Park <br />30 Dedication could better be used in other sectors with less park and open space. <br />31 <br />32 Vote was 4-4 with Baggenstoss, Gelbach, Heikkila, and Stoner voting in favor of the <br />33 motion, and Hoag, Newby, O’Brien, and Warzecha voting nay; motion failed.” <br />34 <br />35 Commissioner Stoner recommended adding the following language after the first sentence of <br />36 the second paragraph of Chair O’Brien’s revisions: <br />37 “Another concern expressed by Commissioner Stoner was the relatively low amount of <br />38 money that would come if choosing cash for Park Dedication.” <br />39 <br />1 <br />5 <br /> <br />
