Attachment A <br /> <br />Events: Community events will celebrate the Rice and Larpenteur neighborhood and create a sense of connection <br />and cohesiveness currently missing from the area. We recommend partnering with placemaking and events <br />experts to plan vibrant quarterly events at varying locations in the community. The southwest corner of the <br />intersection has been identified in the Vision Plan as a potential community space or parklet, and the first event <br />could demonstrate a future permanent activation of this space. Additional events throughout the year should be <br />held in each of the three cities, utilizing outdoor spaces such as Lake McCarrons Park, mall parking lots, the Rice <br />Street Gardens, and Saint Paul Regional Water Services green space. Events will be fun, family-friendly, and <br />include community engagement components such as surveys to gain new perspectives and support. <br /> <br /> <br /> <br />Infrastructure: In year one, the Alliance will seek to implement three quick infrastructure projects and continue <br />to build upon these in years two and beyond. Below are thought-starters for these immediate betterments: <br /> Clean-Community Cooperative: We have heard time and again from the community that the proliferation <br />of litter in this heavily trafficked neighborhood is negatively impacting livability. The Alliance can facilitate <br />shared trash and recycling services as well as litter remediation programs. <br /> Neighborhood Branding: The Alliance should consider investing in neighborhood branding with banners, <br />signage, or other public art (such as attractive benches, bike racks, and bus shelters) to build <br />neighborhood cohesiveness and sense of place. <br /> Beautification: The region will benefit from low-cost capital improvements and should explore facade <br />improvement programs to encourage beautification and modernization of building exteriors. <br /> Greening: Explore volunteer-led projects (with Capital Region Watershed District or Conservation Corps) <br />amenities. <br /> Pedestrian Infrastructure: The Gateway neighborhood must become safer to navigate by foot, bike, bus, <br />and car. Filling sidewalk gaps and exploring ways to make crossing both Rice Street and Larpenteur <br />Avenue safer is of vital importance. <br /> <br />We understand that cities have already worked hard to secure significant capital improvement funding for the <br />support in Roseville. <br />livability. As stated above, a high-priority for the Alliance must be to fill sidewalk gaps and improve crossings to <br />increase safety and livability in the Rice and Larpenteur area. These major investments have the potential to be <br />visible, meaningful improvements for the area and the Alliance will track, guide, and support these projects by <br />assisting with community outreach, as needed. <br /> <br /> <br />8 <br /> <br /> <br />
