Attachment A <br /> <br />Each year, the publicly financed share of administration for the Rice and Larpenteur Gateway Alliance should be <br />reduced until that point that a sustainable private source of funding is identified and secured. After two years, <br />SPACC could continue supporting the Alliance with professional services and facilitation. Our financial vision for <br />the Rice and Larpenteur Alliance would include diverse and sustainable sources of income to include private <br />philanthropy, corporate sponsorships, government grants and loans, and potentially tax increment or special <br />service district designation. <br /> <br />Community Engagement <br />Community buy-in is imperative to the success of this effort. Success requires authentic engagement and <br />relationships with cultural communities, renter communities, homeowners, existing businesses, and institutions. <br />We must ensure community input is sought at each stage of the process and that diverse voices are represented <br />as members of the Long-Term Alliance. To build a greater understanding of the places and people of the Rice and <br />Larpenteur area, we suggest meeting at local restaurants, schools, churches, businesses and apartment buildings. <br />Additionally, the Alliance will be represented at existing community events and initiatives such as North End <br />Safety Fair (hosted by local apartment managers association), Rice Street Garden events, Community School of <br />Excellence and Washington Technology Magnet, Galilee Lutheran Church, Karen Martyrs Day, and more. <br /> <br />The Short-Term and Long-Term Alliance will develop and activate a Community Relations and Communications <br />Plan which will include creation of a neighborhood brand, website, social media content, and quarterly <br />newsletters. The Alliance will build relationships in the community via our own community events as well as <br />supporting events held by partners in the neighborhood. We will work to keep area residents informed of <br />opportunities to connect with a community calendar posted online and shared in the community. The Alliance <br />may also sub-contract with local cultural liaisons to overcome language and cultural barriers that otherwise could <br />impede the active participation of the local community. We are sensitive to ensure that improvements to the <br />community are for the community (vs. new audiences who may risk displacement of current residents and <br />serving the current res <br /> <br />Finally, we propose engaging youth and families as a key audience for Rice and Larpenteur (as identified in the <br />Vision). Already, Saint Paul Parks and Recreation offers youth programming in the area at the apartments off of <br />Wheelock Parkway and near Washington Tech. Roseville Parks and Ramsey County hold events as Lake <br />Mccarrons, we will engage parks departments from all three cities as well as Ramsey County to coordinate efforts <br />and make sure all area residents are benefitting from public programs and services. Teens and young adults are <br />also a fantastic resource for service projects and to develop the next generation of Gateway Area leaders. <br /> <br />Placemaking and Activation <br />Branding: The proposed budget sets aside funding to sub-contract with marketing, events, and placemaking firms <br />to bring the community together and highlight the region and the progress towards the Rice and Larpenteur Area <br />Vision Plan. A key deliverable in the first six months will be to create a neighborhood brand which will visually <br />unify all print, online, and event communications for the neighborhood. Once a brand identity is created, the <br />brand can be incorporated into community signage and public art. Funds are also set-aside for creating <br />Neighborhood Design Guidelines (as recommended in the Vision Plan) to help provide consistency in appearance <br />for future development or redevelopment in the region. <br />7 <br /> <br /> <br />
