l cn et, <br /> 7 G` <br /> ,,�, MU,�/x/21 <br /> S'?j <br /> SLANT PAUL AREA CHAMBER OF COMMERCE <br /> WORKSTREAM <br /> Rice & Larpenteur Gateway Alliance <br /> A collaboration between Maplewood, Roseville, Saint Paul and Ramsey County <br /> About the Rice and Larpenteur Area <br /> • The intersection of Rice and Larpenteur includes the three cities: <br /> o Roseville (northwest corner) <br /> o Maplewood (northeast corner) <br /> o Saint Paul (south of Larpenteur) <br /> • Both Rice Street and Larpenteur Avenue are owned and managed by Ramsey County and the area includes <br /> three Ramsey County Commissioners'districts. <br /> • The area is generally bordered on the north by County Road B,on the east by Sylvan Street,on the west by <br /> Galtier Street and on the south by Cottage Avenue. <br /> • The Rice and Larpenteur area is home to thousands of people and many businesses of varying sizes. <br /> • New immigrant populations,young families,and workers live in the area,in part due to the concentration <br /> of naturally occurring affordable housing and local amenities. <br /> • Neighborhood amenities include Lake McCarrons Regional Park,Trout Brook Trail,Wheelock Parkway, <br /> Rice Street Gardens,schools,churches,employment and retail services. <br /> About the Rice and Larpenteur Vision Plan <br /> • In 2016,at the urging of then-Mayor Nora Slawik(Maplewood), Mayor Dan Roe (Roseville),and City <br /> Council President Amy Brendmoen (Saint Paul),the Saint Paul Area Chamber of Commerce (SPACC) <br /> convened local government staff and residents to consider the needs of the Larpenteur Ave corridor. <br /> • The partners recognized the challenge in serving areas with shared municipal boundaries,and identified <br /> the Rice and Larpenteur intersection as a focus for revitalization. <br /> • A joint funding agreement in 2017 enabled the coalition to hire the urban design firm Perkins +Will to lead <br /> the process to create a community-generated vision for the area. <br /> The Rice-Larpenteur Gateway Area will be a safe,engaging,and inviting neighborhood center that <br /> includes common spaces,a high-quality pedestrian environment and robust reinvestment for the <br /> diverse people of the surrounding communities to live,conduct business,and play together. <br /> • The Vision Plan includes many goals and priorities for the area including pedestrian,environmental,and <br /> aesthetic enhancements,as well as redevelopment opportunities for more neighborhood-scale retail,plus <br /> employment and housing options. <br /> • Each municipality adopted the Rice and Larpenteur Area Vision Plan in 2018,which outlined several next <br /> steps,including hiring dedicated staff to support the initiative. <br /> • Concurrently,the Urban Land Institute (ULI) selected the area for a Healthy Corridors grant,which brought <br /> national urban planning and community health experts to assess the area and recommend improvements <br /> for community health and wellbeing. <br /> More information,the Vision Plan and ULI study can be found at riceandlarpenteur.com. <br /> 1 <br />
