SAINT PAUL AREA CHAMBER OF COMMERCE WORKSTREAM About the Rice and Larpenteur Alliance • In early 2019,the cities again pooled resources (including an grant from ULI) to solicit bids for project management services to implement the Vision Plan and continue to convene,promote and fundraise for improvements. • In March 2019,the municipal partners selected SPACC to assist with the implementation of Rice and Larpenteur Gateway Area Vision Plan. • SPACC has hired Kim O'Brien,former Legislative Aide to Saint Paul Councilmember Brendmoen,to serve as Executive Director to the Alliance. • Funding has been committed for one year,with intent to continue for year two. • Deliverables for the first year include: o Create a neighborhood brand,website,and communications plan. o Plan regular community events. o Create a strategic fundraising plan. o Implement visible,low-cost improvements identified in the Vision. o Create a community-driven,long-term Alliance to carry initiative forward. • Ongoing deliverables include: o Developing a sense of community and place that defies municipal boundaries. o Attract developers to identified opportunity sites for the creation of new housing and neighborhood-scale businesses and jobs. o Ensure redevelopment and infrastructure improvement projects are compatible with the community-generated Vision Plan.
