Attachment A <br /> Make a Communications and Community Relations Plan. <br /> Identify an immediate improvement project that can be accomplished within the first six months. <br /> Plan a community event. <br /> Create an Annual Event Calendar, targeting quarterly events. <br /> Create a Strategic Fundraising Plan. <br /> Develop infrastructure for (Charter), and recruit members to, the Long-Term Alliance. <br /> <br />With the support of the SPACC team and partner agencies (approved by the Alliance), the Executive Director will <br />serve as Project Manager for each of the above deliverables. Expectations of Alliance members include: 1) <br />participating in meetings, 2) assisting fundraising efforts and at events, 3) identifying potential Long-Term Alliance <br />members, and 4) connecting to resources and opportunities to achieve goals. <br /> <br />The Executive Director will be responsible for communication to the community through the website, social media <br />channels, and via a quarterly newsletter to stakeholders. The Gateway Alliance will have a permanent phone <br />number, email address, and mailing address at the SPACC headquarters in downtown Saint Paul and staff will <br />respond in a timely fashion to inquiries from Alliance members, community members, and the media. <br /> <br />The Short-Term Alliance will kick-off the implementation phase of the Rice and Larpenteur Gateway initiative and <br />help set-up the Long-Term Alliance for success in managing ongoing improvements and collaboration in the Rice <br />and Larpenteur area. We envision the Long-Term Alliance to replace the Short-Term Alliance within the first year <br />of the project. <br /> <br />Build the Long-Term Alliance <br />A key task of the Short-Term Alliance is to build a sustainable Long-Term Alliance to become the permanent voice <br />of the Rice and Larpenteur community. The Long-Term Alliance will be stewards of the Vision Plan, guiding <br />redevelopment, and sustaining placemaking events and initiatives. <br /> <br />To begin, we will define membership goals (ensuring a diverse array of interests and skill sets are represented) <br />and an appropriate size of the body. Using agreed upon guidelines, we will develop a list of potential Long-Term <br />Alliance members that represent each geography in the Rice and Larpenteur area. We recommend that <br />Maplewood, Roseville, Saint Paul, and Ramsey County continue to have a presence in the Long-Term Alliance, and <br />that the body also includes diverse stakeholders including representatives of local businesses, residents, <br />community institutions (schools and churches), commercial and residential developers, nonprofits, and <br />foundations. We will schedule meetings with each prospective member and bring recommendations for <br />membership to the Alliance. <br /> <br />The Long-Term Alliance may function as an independent advisory commission, and while the Short-Term Alliance <br />will consider different organizing models, we recommend that SPACC continue to staff and support the Alliance <br />with back-of-house infrastructure, eliminating the immediate need to file for independent tax status. SPACC is a <br />501c6 Nonprofit <br />agent to apply for and administer grant funding. SPACC has comparable arrangements with East Metro Strong and <br />the Saint Paul Downtown Alliance, for example. Please note this recommendation has evolved since our July <br />proposal to most efficiently utilize resources available. <br /> <br />5 <br /> <br /> <br />
