Attachment A <br />Led by the Executive Director, the Short-Term Alliance will develop a draft Charter (governing document) for the <br />Long-Term Alliance that will define its mission/purpose, vision, membership, activities, responsibilities and <br />procedures. The Long-Term Alliance will hear, edit, and formally adopt the Charter document as one of its first <br />official orders of business. <br /> <br />Convene the Long-Term Alliance <br />Once the Long-Term Alliance membership and Charter is in place, we recommend bi-monthly meetings (6 <br />annually) which will continue to be planned and staffed by the Executive Director. Committees may be formed to <br />dig-in deeper on specific events or projects that require additional attention and planning. Meetings will continue <br />to be held in both public and private spaces within the Rice and Larpenteur area. In addition to meeting agendas <br />and minutes, the Executive Director will supply financial statements (Profit and Loss) to the Alliance members to <br />account for funding. The Alliance will continue to work to advance the Vision Plan for the area and SPACC will <br />provide ongoing staffing and project management for two years (with contracts renegotiated each year). <br /> <br />In Years 1 and 2, we propose the functions of the Long-Term Alliance to be: <br /> Host quarterly community events. <br /> Activate the strategic fundraising plan (apply for grants and sponsorships). <br /> Support and inform public and private infrastructure and redevelopment projects. <br /> Create Design Guidelines for new and re-development. <br /> Execute three quick infrastructure projects. <br /> Secure annual administrative funding and contract. <br /> Seek opportunities for neighborhood branding and placemaking (banners, public art, trash, recycling, etc). <br /> Public Project Reports and Recommendations each year. <br /> <br />Fundraising <br />Our budget proposal sets aside funding for the creation of a Strategic Fundraising Plan and grant writing support, <br />led by an experienced nonprofit development partner who has a firm grasp of the local philanthropic landscape. <br />SPACC will draw upon our trusted relationships with The Saint Paul Foundation, McKnight Foundation, Knight <br />Foundation, Pohlad Foundation, Bush Foundation, Otto Bremer Trust, and others, to present opportunities to <br />support this ground-breaking, transformational initiative. The Cities of Maplewood, Roseville, Saint Paul, and <br />Ramsey County have sent a strong message that revitalization of the Rice and Larpenteur Gateway Area is a high <br />oundation <br />will serve as a fiscal agent for grants and sponsorships. We will create a tracking spreadsheet of potential funding <br />opportunities including, but not limited to: <br /> Grants <br /> Property Tax Programs <br /> Loan Programs <br /> Federal Programs <br /> Transit Programs <br /> Housing Programs <br /> <br />In the process of creating our strategic fundraising plan, we will review sustainable, long-term funding models <br />such as Special Services Districts, which have been used successfully in other parts of the region to provide stable <br />funding for shared services such as trash and recycling, landscaping and maintenance, and tree lighting, etc. <br />6 <br /> <br /> <br />
