Regular City Council Meeting <br /> Monday, March 25, 2019 <br /> Page 16 <br /> Ms. Barsel stated she runs the Roseville Alzheimer and Dementia group and also <br /> CHAT. She stated some of the calls the Fire Department gets to pick people up <br /> are because of social isolation and Roseville does not have a way to address that <br /> in this community but the City has people who are responding to some of that. <br /> She thought that was important to understand and to give the Fire Department the <br /> tools, including personnel to do that, as well as possible. The other thing the City <br /> knows from the health questionnaire that CHAT put out several years ago, is that <br /> there are lots of people, not just seniors, who have recurrent visits to the emergen- <br /> cy room or something else because the resident is not able to function inde- <br /> pendently once released from the hospital. When the Fire Department is ade- <br /> quately staffed and can expand medical services, she thought the City would be <br /> doing something that is positive for this community, which is not available any <br /> other way. <br /> Ms. Barsel stated the City Council has not had a problem with funding parks and <br /> recreation and various other things. She thought this was in a different category <br /> and the City Council needed to find a way to fund what the Fire Department de- <br /> fines as needs. <br /> No one else wished to comment. <br /> Mayor Roe asked if there was any objection to the Fire Department working with <br /> the City Manager to take the next steps to start developing the budget going for- <br /> ward and funding. <br /> There were no objections to moving forward from the City Council. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:00 p.m., and reconvened at approximately <br /> 8:08 p.m. <br /> c. Discuss Possible Changes to the City Code in Support of Temporary Over- <br /> night Homeless Shelters <br /> City Planner Thomas Paschke briefly highlighted this item as detailed in the RCA <br /> and related attachments dated March 25, 2019. <br /> Councilmember Groff stated with the information the Council received,he did not <br /> see any costs associated with that and wondered if staff knew what other cities <br /> charged for the different types of permits the cities have. <br /> Mr. Paschke stated staff did not look into all the different fees structures to go <br /> through the process. He did not know what another community would charge to <br /> go through an interim use or conditional use. He indicated for this type of use <br /> moving forward, staff could come up with a different fee structure and figure out <br /> what makes sense to implement. <br />
